HR Administration, Learning & Development - Local BE & Other Countries Manager in BELGIUM

Currently, we are looking for a highly enthusiastic HR Administration, Learning & Development - Local BE & Other Countries Manager who will work for Telespazio Belgium, Bastogne, in Belgium.

What is expected from you:

The HR Administration, Learning & Development Manager for Belgium and other countries will be responsible for overseeing HR administration, ensuring compliance with local labor laws, and driving the development and learning initiatives for teams across multiple countries. This position will play a crucial role in standardizing HR processes, developing local talent, and supporting a cohesive HR strategy in collaboration with the CPLO.


1. HR Administration and Compliance for Belgium and International Entities

  • Oversee HR Operations: Supervise all HR administrative processes, including onboarding, payroll coordination, benefits management, contract administration, and employee records.
  • Legal Compliance and Audit: Ensure HR practices comply with national regulations and labor laws in each country, working closely with legal teams and conducting regular audits to maintain compliance and mitigate risks.
  • Payroll and Benefits Administration: Oversee payroll processes in collaboration with finance, ensuring accuracy and compliance with local laws; manage benefits programs and ensure their relevance to attract and retain talent.

2. Learning and Development

  • Talent Development Strategy: Develop and implement training programs that support the growth of employees and align with business objectives.
  • Onboarding and Integration: Establish onboarding programs that effectively integrate new employees, ensuring they are well-prepared and supported.
  • Performance Management and Coaching: Support managers in implementing performance reviews, setting objectives, and providing feedback; offer coaching to ensure continuous development and improvement.
  • Identify Training Needs and Solutions: Regularly assess skills gaps and development needs, proposing targeted training solutions (internal or external) to address these.

3. Project Management and Process Improvement

  • Project Control and Monitoring: Lead HR projects for Belgium and other countries, setting clear objectives, timelines, and deliverables, and monitoring their progress to ensure success.
  • Process Optimization and Standardization: Identify and streamline HR processes to improve efficiency, reduce costs, and increase transparency across countries.
  • Data Management and Reporting: Ensure HR data is accurately collected, managed, and reported; utilize dashboards and reporting tools to provide insights to the CPLO and guide decision-making.

4. Reporting, Dashboarding, and KPI Monitoring

  • KPI Development and Tracking: Establish, track, and report on key HR performance indicators (KPIs) across countries, providing comprehensive reporting to the CPLO.
  • Data-Driven Decision Making: Use HR data to identify trends, support strategic initiatives, and propose improvements.
  • Quarterly and Annual Reporting: Prepare detailed reports on HR metrics, compliance, and learning & development outcomes for presentation to the CPLO and other senior stakeholders.

5. Team Leadership and Development

  • Management and Mentoring: Directly supervise the HR team in Belgium and additional HR resources in other countries, providing guidance, mentorship, and support.
  • Cross-Functional Collaboration: Work closely with local and international managers, talent acquisition, HSE, and finance to ensure alignment of HR practices with business needs.
  • Foster a Culture of Continuous Improvement: Encourage a culture of innovation and learning within the HR team, enabling them to improve processes and deliver high-impact results.

What you offer:

  • Bachelor’s or Master’s degree in Human Resources, Business Administration, Law, or a related field.
  • Significant experience in HR administration, compliance, and learning & development, ideally in a multi-country or international context.
  • Experience in managing HR teams and implementing HR initiatives across multiple countries.
  • Proven track record in process improvement, reporting, and data analysis within an HR function.
  • Proficiency in HR information systems (HRIS) and tools for reporting and data analysis.
  • Advanced knowledge of Excel and experience with BI tools for dashboarding and visualization (e.g., Power BI).
  • Strong understanding of employment law and compliance in Belgium and other relevant countries.
  • Fluently speaking French and English.
  • Dutch is a strong asset
  • Italian and other language are considered as well.
  • Excellent communication and interpersonal skills, with an ability to collaborate across countries and departments.
  • Strong project management skills with a focus on meeting deadlines and achieving strategic objectives.
  • Analytical mindset with a knack for turning data into actionable insights.
  • Willingness to travel occasionally.
