BACKGROUND ON EpiC
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by PEPFAR through the U.S. government which is dedicated to achieving and maintaining HIV, COVID-19, Mpox and Global Health Security epidemic control. It is led by FHI 360 as prime and has a period of performance from April 15, 2019 to December 30, 2027. In alignment with EpiC’s objectives and to address the remaining gaps across the HIV care cascade in Namibia, FHI 360 awarded a subaward to Project HOPE Namibia (PHN) on September 5, 2025, to implement the “Expanding Access to Life-Saving HIV Care and Treatment Services for Vulnerable Children Activity.” The activity aims to ensure that all children most in need have access to quality health care services to save lives and maintain continued access to HIV care and treatment services. It focuses on four key objectives: 1) ensure continuity of services for CLHIV aged 0–17 previously enrolled in REACH 1 and REACH 2 projects, 2) improve identification, retention, and VLS among CLHIV aged 0–17 and their caregivers who are also living with HIV, 3) support the transition of CLHIV aged 0–17 to optimized antiretroviral (ARV) regimens, and 4) strengthen the linkage of children to post-sexual violence clinical care.
Project HOPE US, as a secondary sub awardee, will provide targeted technical assistance to PHN to ensure the effective implementation of the activity. Specifically, Project HOPE US will support PHN in maintaining uninterrupted care for CLHIV previously enrolled in the REACH projects through the establishment of secure data transfer agreements and the development of household tracing lists. It will further contribute to improved case identification, retention, and VLS among CLHIV and their HIV-positive caregivers by providing technical guidance on caregiver-assisted testing for children aged 2–14 years, adapting validated HIV risk assessment tools, implementing continuous quality improvement (CQI) processes, and ensuring alignment of case management practices with PEPFAR’s life-saving service standards. Additionally, Project HOPE US will integrate mental health and psychosocial support (MHPSS) into community-based HIV services and enhance PHN’s DHIS2-based case management system to facilitate retesting among pregnant and breastfeeding women, document final outcomes for HEIs, and support the transition of eligible CLHIV to optimized ARV regimens. Finally, Project HOPE US will strengthen PHN’s health informatics and monitoring systems to promote data-driven decision-making and improved clinical outcomes. The current award is through December 31, 2025 with the possibility for extension.
Position Summary
The Health Informatics Advisor (HIA) will manage various digital health initiatives connected to the Expanding Access to Life-Saving HIV Care and Treatment Services for Vulnerable Children Activity. The main goals are improving patient engagement, healthcare services, beneficiary outcomes, and data management user cases. To satisfy the changing needs of the program, donors, and stakeholders, new modules for the data system will also be developed with significant assistance from the IA. The IA will work with the Project Hope Namibia led M&E team to take on a technical leadership role and support data entry teams. The position holder will technically report to the Project Hope Namibia led M&E Lead technically on day-to-day basis while he/she will receive administrative support and oversight from the Project Hope US Sr. Program Officer and Regional Informatics Advisor.
Principal Responsibilities
Support continuity of services by migrating data to EpiC/PHN systems:
- Migrate historical data for CLHIV to PHN DHIS2 system
- Develop household tracking lists using historic data from previous projects
DHIS2 Configuration And Optimization
- Enhance existing DHIS2 based case management systems for different services/populations
- Optimize DHIS2 case management system for timely client tracking, referral follow-up, and service completion monitoring.
- Configure and apply DHIS2 case management functionalities to capture, track, and analyze transition of CLHIV from suboptimal ART regimens to DRT-based regimens
- Integration of android application with existing DHIS2 system
- Link DHIS2 with other data streams for automatic reporting - PowerBi
- Reconfigure existing OVC tracker with DHIS2 to align with revised SOW of activity
Additional Responsibilities
- Collaborate with PHN M&E and technical teams and Project HOPE staff to provide technical leadership on health informatics activities.
- Maintain regular contact with local M&E staff and ensure Project HOPE US staff members are informed about significant program advancements and matters critical to program operations. Protecting Project HOPE's resources and reputation, including its technical, administrative, and financial program elements, is essential.
- Take on the technical lead position in developing and managing Health Informatics-related IT service agreements.
- Provide technical guidance and assistance for health informatics.
- Support staff with creating journals/articles, research papers, and advanced data analysis for projects.
- Fulfil any additional tasks and obligations deemed appropriate
Minimum Required Skills, Education And Experience
- A master's degree or higher in informatics, computer sciences, IT, or a similar discipline.
- Five years minimum of practical experience in data administration and programming.
- At least five years of experience with the development, maintenance, and configuration of DHIS2.
- Expertise in a range of electronic data systems.
- The ideal candidate will have a great deal of expertise in user-friendly database design and database integration on various platforms (Preferably PowerBI).
- Demonstrable communication, organization, and leadership abilities.
- Fluent in English with exceptional writing skills.
