What You Will Do
Weapons Test Execution (V-21) is responsible for the coordination of engineering and physics testing in support of the broader LANL mission. Specifically, V-21 provides test leads as a service to our programmatic customers. The program manager will work closely with V-21 test leads to engage outside service providers and execute test scope. The level of effort for this engineering role varies over the course of the test campaign, ranging from periods of full-time engagement to intervals of reduced involvement as testing progresses under the direction of partner organizations. As such, effective management of engineer's schedules throughout the test duration is essential to ensure their time and expertise are utilized efficiently, aligning their availability with periods of peak activity and minimizing idle time during lower-demand phases. V-21 is seeking candidates for the position of a Program Manager 1/2. As a Program Manager 1/2 (PM-1/2), you will be responsible for the development and maintenance of a schedule to track the test lead resource, interpret customer demand signals, develop staffing strategies, generate cost estimates, and interface with customers in schedule and budget meetings.
Program Manager 1 ($85,900 - $139,900)
The Program Manager 1 will be required to:
- Develop and maintain a detailed schedule tracking the commitments of test leads throughout the duration of the testing period of performance
- Closely interface with customers' program management to anticipate and plan for incoming work
- Attend Weapons Program Integrated Schedule meetings to track test schedules at other service providers and update test lead resource schedule accordingly
- Monitor the V-21 Work Request System and coordinate scoping meetings with customers
- Identify, communicate, and proactively address potential staffing conflicts or resource constraints based on current and projected customer requirements. Work closely with team leads and group management to adequately resource load and forecast according to fluctuating work demands
- Coordinate with the financial analyst and provide forecasts for the team members that reflect their work scope.
Program Manager 2 ($104,100 - $172,200)
In addition to the responsibilities listed above, the Program Manager 2 will be required to:
- Lead the development of budget estimates for incoming work
- Manage the staffing strategy for multiple teams in V-21 and keep group office and team leads informed of staffing needs
- Create job advertisements, hiring packages, help coordinate budgets for onboarding new staff including allocations for capstones, training and prepare related reports.
- Interpret work packages and assess resource availability before accepting new work
- Interface with responsible line managers, technical subject matter experts and weapons engineers for technical input on capstones, hiring criteria, and related workforce operations and employee development activities.
- The selected candidate will provide leadership, vision, strategic and tactical planning for execution of workforce plans and procedures impacting multiple weapon programs organizations.
What You Need
Minimum Job Requirements:
Program Management: Knowledge of and experience in program management of weapon qualification testing or equivalent engineering activities, including estimate preparation, status tracking and reporting, and schedule development or maintenance.
Strategic Resource Planning & Personnel Management: Experience with managing plans, establishing, and controlling staffing requirements, advising hiring managers and supporting hiring commitments to help programs meet deliverables, reporting on all related intricacies related to workforce development. Demonstrated experience in personnel management.
Communication & Teamwork: Experience interacting effectively with personnel at all levels; building trust, gaining consensus, and resolving conflict. Ability to support cross-organization teams to ensure new hires can support complex technologies, products, and programs. Ability to successfully support multiple organizations, programs, or projects simultaneously. Excellent oral and written communication and presentation skills, positive communicator, and empathetic customer relater. Ability to evaluate a problem and generate ways to overcome workforce related issues and concerns.
Education/Experience at lower level: Position requires a Bachelor's Degree from an accredited institution and 2 years of directly related program management experience; or an equivalent combination of education and experience directly related to the occupation.
Education/Experience at higher level: Position requires a Bachelor's Degree from an accredited institution and 5 years of directly related program management experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- Experience working with the Weapons Engineering and Weapons Physics organizations at LANL.
- Experience interacting with high level managers and officials, both internal and external.
- Familiarity with scheduling tools, such as Primavera P6 or Microsoft Project.
- Demonstrated proficiency in LANL systems and applications to include Oracle, Concur, footprints, Performance Management and computer software applications (e.g., Microsoft Office Suite).
- Entry-Level knowledge of nuclear weapons, NNSA facilities, or DoD customers that support the U.S. Stockpile.
- Familiarity one or more of the following: W-SE-0024 Design Basis Qualification Test Process, the NNSA's Procedural Guideline for Nuclear Weapons Life-Cycle Process (Phase X), or general engineering qualification test structure.
- Active DOE "Q" or other Top Secret clearance.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
- Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
