🚀 Join Azooa in Delivering a Landmark Electoral Reform Program – .Net Analyst Roles (RFQ ID: LH‑04808)

Azooa is actively preparing a submission for RFQ ID LH‑04808, issued by the Australian Electoral Commission (AEC), and we are now seeking two highly capable .Net Analysts / Developers to contribute to a pivotal national initiative.

These roles are central to the Funding and Disclosure Reform Program, an ambitious and legally critical modernisation effort aimed at implementing enhancements to the Commonwealth Funding and Disclosure Scheme under the Electoral Act. Through this program, the AEC is advancing transparency, accountability, and the digital infrastructure underpinning Australia’s democratic processes.

📌 Role Overview & Context

Client: Australian Electoral Commission (AEC)

Program: Funding and Disclosure Reform

Branches Involved:

  • Program Management Office
  • Regulatory Enablement
  • Technology Delivery

Your involvement will sit within the Technology Delivery Branch, where your technical expertise will drive key outcomes in development, integration, and deployment of governance-aligned systems. You will be a critical contributor to creating and sustaining solutions that deliver public value, upholding the integrity of Australia's electoral framework.

Preferred Work Location / Geographies:

  • Canberra (strong preference)
  • Hybrid arrangements available
  • Applicants residing in ACT, NSW, VIC, QLD are eligible
  • Remote work may be considered subject to operational requirements

Working Arrangement:

  • Full‑time (up to 40 hours/week)
  • Combination of on-site presence in AEC offices and remote work
  • Flexibility contingent on project demands

Contract Duration & Extensions:

  • Commencement: 18 November 2025
  • Initial Term: Through to 30 June 2026
  • Extension Options: Up to 2 x 12-month extensions, subject to performance and program need

Clearance & Security:

  • Negative Vetting Level 1 (NV1)
  • Reliability, trustworthiness, and compliance with Commonwealth security protocols are essential

🎯 Key Responsibilities

As a .Net Analyst on this program, your mission will include:

  • Designing, developing, and maintaining high-quality, robust, reusable, scalable, and secure software solutions in .NET Core / .NET ecosystems.
  • Partnering with internal stakeholders, regulatory teams, and cross‑functional developers to understand business requirements, translate them into technical designs, and deliver functioning solutions.
  • Deploying, troubleshooting, and supporting systems in production environments; diagnosing issues, determining root causes, and applying corrective measures in collaboration with the broader team.
  • Managing competing priorities, ensuring deadlines are met while maintaining strong documentation and quality control across deliverables.
  • Mentoring junior or less experienced developers, conducting code reviews, and promoting best practices in coding, testing, and security.
  • Planning and executing robust testing strategies, including unit testing, integration testing, end‑to-end testing, and regression testing.
  • Delivering high-value advice, reporting, and risk assessments aligned with team functional responsibilities, legislative constraints, and program governance.
  • Applying professional judgment in complex and sometimes ambiguous environments, making decisions that balance technical, operational, and legislative considerations.
  • Ensuring code adheres to standards, compliance requirements, and system architecture guidelines, with a security-first mindset.

✅ Essential Criteria (must‑haves)

To be considered, you must demonstrably satisfy the following:

  1. .NET Core / .NET Development
  • Proven track record in developing and maintaining large-scale enterprise software solutions using .NET Core (or equivalent).
  • Clean architecture, modular design, and reusability mindset.
  1. Database & Integration Skills
  • Solid experience with relational databases, data modelling, query optimization, indexing, and managing large datasets.
  • Familiarity with integration patterns (APIs, messaging, event-driven, microservices) and data exchange strategies.
  1. CI / CD Tools & Deployment Automation
  • Hands-on experience with Azure DevOps (or similar tooling) for build pipelines, release pipelines, automated testing, and infrastructure as code (IaC).
  1. Time & Priority Management
  • Demonstrated ability to manage multiple tasks, competing priorities, and tight deadlines, while maintaining quality and stakeholder satisfaction.
  1. Stakeholder Engagement & Communication
  • Strong interpersonal skills: ability to negotiate outcomes, influence technical and non-technical stakeholders, present difficult trade-offs, and foster collaboration across distributed teams.
  1. Conceptual & Analytical Abilities
  • Ability to interpret complex requirements, innovate, adapt to changing contexts, and apply change management practices.
  1. Working Relationships & Team Culture
  • Experience in building and nurturing effective working relationships; capacity to contribute positively to team dynamics and culture.
  1. Integrity & Results Orientation
  • High personal drive, accountability, ethical conduct, and proven capacity to deliver results within legislative, budgetary, and governance parameters.

🌟 Desirable Criteria (not strictly required but highly advantageous)

  • Degrees or formal qualifications in Information Technology, Computer Science, Software Engineering, or related fields.
  • Experience with Microsoft Azure services (App Services, Logic Apps, Functions, Service Bus, etc.).
  • Prior exposure to Commonwealth ICT frameworks / governance, or capacity to rapidly learn and assimilate those constraints.
  • Familiarity with Australian electoral law, policy, or regulatory practice, or demonstrated ability to quickly acquaint yourself with statutory contexts.
