The SES/SAT group is seeking an experienced Project Manager to lead efforts in hardware-in-the-loop (HIL) experimentation, test and evaluation of military systems, and multidisciplinary program execution. This individual will manage budget, schedule, and sponsor expectations while driving the technical and operational vision for enduring capabilities in a classified environment.

As the Red Zone Project Manager you will....

  • Lead planning and execution of projects involving government hardware characterization, software model validation, and HIL execution.
  • Manage all aspects of the project lifecycle: scope, budget, schedule, staffing, risk, and sponsor engagement.
  • Ensure compliance with DoD Test and Evaluation policies (e.g., DoD 5000.89) and sponsor requirements.
  • Establish repeatable processes and procedures that support long-term sustainment of program capabilities.
  • Coordinate across a multidisciplinary team spanning security, networks, infrastructure, facilities, and technical staff.
  • Serve as the primary point of contact for sponsor interactions, ensuring alignment between project deliverables and mission needs.
  • Develop and maintain program documentation, including work breakdown structures, schedules, cost projections, and risk management plans.
  • Provide leadership, mentorship, and vision to guide a multidisciplinary team toward successful execution.

Qualifications

You meet our minimum qualifications for the job if you...

  • Possess a Bachelor’s degree in Systems Engineering, Electrical Engineering, Computer Science, or related technical field and 10+ years of system analysis experience with military hardware and test environments.
  • Have demonstrated expertise in hardware-in-the-loop test and evaluation.
  • Possess strong leadership and soft skills including the ability to execute a vision, establish procedures for enduring capabilities, and build cohesive, motivated teams.
  • Operate effectively in high-security environments and collaborate across organizational boundaries.
  • Have strong knowledge of DoD acquisition and test/evaluation frameworks (esp. DoD 5000.89).
  • Have proven success managing budgets, schedules, and deliverables in sponsor-facing environments.
  • Have the ability to lead technical teams across multiple disciplines.
  • Hold an active TS/SCI security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

Work Environment

  • Work will primarily be performed in classified networks and laboratory environments.
  • Occasional sponsor or test-site travel, typically one week per quarter.

You'll go above and beyond our minimum requirements if you...

  • Master’s degree in engineering, systems engineering, or project management.
  • Experience with classified programs and associated security/accreditation processes.
  • Knowledge of military acquisition lifecycle and sponsor engagement strategies.
  • Demonstrated ability to lead proposal development and contribute to new program capture.
  • Experience with modeling & simulation tools (e.g., MATLAB/Simulink, COTS HIL platforms).
  • Understanding of risk management and configuration management

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development. $102,500 Annually
