Summary

Position assigned to the NAF Marketing Branch N94P; Fleet and Family Readiness Support Services, N94; Navy Region Mid-Atlantic. Incumbent is responsible for overall planning, initiation, management, administration and technical direction of comprehensive communications, marketing, and commercial sponsorship and advertising programs for FFR Programs; incumbent serves as division head for Marketing N94P.

Duties

Help

Duties include but are not limited to:

Marketing and Communications 40%

  • Serves as the principal advisor to the Regional FFR Program Director and Regional Program Managers in all matters pertaining to communications and marketing policies and services. Incumbent is responsible for developing long-term marketing and strategic plans to maximize patron utilization and satisfaction while enhancing FFR member programs' self-sufficiency and/or profitability.
  • Identifies, on a continuing basis, areas for potential improvement in the promotion and operation of FFR programs, including opportunities for controlling costs and/or realizing increased revenues through new ventures and expanded services.
  • Has authority to represent FFR Programs at meetings and conferences pertaining to programs, policies, operations and support functions. Hosts meetings and conferences to communicate and discuss matters of similar content of importance to Program Managers, site managers and outlying base marketing staff.
  • Directs the overall management and coordination of a progressive and complex marketing and graphics division, sign/banner production and print shop operation. Responsible for the production of all marketing materials from inception to completion through supervision of design, composition, printing, production, distribution, and accuracy of graphic arts services and written communications for FFR programs to include, but not limited to, Web sites, Social Media, digital signage, direct mail magazines, all forms of printed media, signs, banners, paid advertising, press releases, public service announcements, broadcast and print media advertising, photography, and video. Directs the overall management and coordination of electronic media including, but not limited to, briefs and other presentations, websites, on-base marquees, and electronic newsletters.
  • Serves as Regional N9 Webmaster with responsibility for content, compliance and efficacy of all Web sites and Web pages representing N9 programs.
  • Continuously evaluates and reviews program and campaign strategies based on patron utilization, resources, needs assessments, program objectives and funding considerations. Conducts market research, studies, and focus groups.
  • Serves as the FFR Regional liaison to Regional and Installation Public Affairs Offices. Serves as FFR spokesperson and primary point of contact for media and outside organizations. Responsible for providing full visibility and dissemination of information for all FFR programs through written communications, presentations, speeches, military messages, press releases, and other means available.

Commercial Sponsorship and Advertising 35%

  • Responsible for the oversight and execution of all aspects of the MWR Commercial Sponsorship and Advertising Program for the region to include, but not limited to, developing strategy, matching target populations and events with potential corporate sponsors, costing events, determining opportunities for sponsors and advertisers, pricing sponsorships and advertising media, soliciting sponsorship, developing proposal packages, overseeing the preparation of and approving sponsorship contracts.
  • Serves as Regional NAF Air Show/Open House Coordinator supporting both Regional and Installation commands in planning, funding and producing Base open house events.

Supervisory 25%

  • Directly supervises a Regional Marketing Department which provides all marketing services to installations within Navy Region Mid-Atlantic and edits, designs and produces marketing materials. Direct reports may include but are not limited to a Regional Supervisory Commercial Sponsorship Coordinator (NF-4), Sponsorship coordinators (NF-3), Marketing Specialists (NF-3), Visual Information Specialists (NF-3), Marketing Assistant (NF-2) and Print Production Coordinator (NF-3).
  • Plans regular work assignments for direct reports; prepares plans to meet substantial changes in workload; justifies revisions in staffing levels, work priorities, and deadlines. Assigns work to employees based on selective considerations of such factors as the difficulty and requirements of assignments; availability, capability, and special qualifications of employees; and workload.
  • Develops and issues written instructions and standard operating procedures and ensures compliance. Reviews work and accept or rejects products; provides guidance on remedial actions needed.

  • Occasional travel up to 25% may be required.
  • The incumbent may work an uncommon tour of duty to include evenings and weekends.

Qualifications

A qualified candidate must possess:

  • Broad and in-depth knowledge of the goals, principles and techniques of the administration, management, marketing and financial processes of a large business, community, industrial or military community support program.
  • Knowledge of the application of a wide range of quantitative and qualitative methods for the assessment and improvement of complex management programs and systems.
  • Knowledge of desktop publishing, content management systems, graphic design, digital photography, and video software programs, and other software programs, to be able to prepare or coordinate the production of marketing products, including print and audiovisual products, social media tools and websites, and other promotional products such as advertisements and exhibits.
  • Mastery knowledge of communication principles, methods, practices and techniques, analytical methods, and interpersonal relations practices sufficient to develop and apply new approaches to the most difficult and complex problems by developing or evaluating information programs enhancing understanding
  • Ability to lead collaboratively, motivate and inspire teamwork, to influence senior leadership and guide subordinates. Understanding of the chain of command and how to utilize it effectively. High degree of proficiency, skill, and knowledge with computer programs including desktop publishing, Power Point, Word, Excel, Access and other business applications. Must have high proficiency in the management of website development, print industry processes, electronic media, and social media.
  • Excellent written and verbal communication skills and the expertise to compose correspondence, including writing and editing documents and publications that encompass all Regional Fleet & Family Readiness Programs' operational, administrative, and financial matters, or similar business, community, industrial or military community support programs,
  • Skilled in developing budgets and evaluating effectiveness and viability.
  • Skilled in keeping projects on track and managing task efficiently while working with cross functional teams.
  • Ability to fully exercise all delegated supervisory and managerial authority possible with responsibility for accomplishing the designated mission.
  • Ability to supervise and direct work of other employees, monitor performance, and ensure that adequate internal control procedures are developed and operative.
  • Ability to understand, adhere to, and/or explain complex regulations, instructions and directives as related to Commercial Sponsorship/Advertising and CNIC FFR program management.
  • Ability to negotiate, author and execute commercial sponsorship solicitations as well as after-action reports.

Education

Masters in Business Administration with concentration in marketing/communications) and specialized certifications (digital marketing, content marketing, strategic communication) is preferred, but not required.
