Are you an experienced IT leader? State Compensation Insurance Fund is looking for a Senior Vice President (SVP), IT Strategy & Architecture.


The SVP, IT Strategy & Architecture is a strategic leadership role responsible for defining, delivering and maintaining the overall enterprise architecture vision, strategy, and roadmap for State Fund. This role ensures that the technology landscape aligns with the company's business objectives, regulatory requirements, and long-term growth strategies. The SVP drives architectural excellence, promotes innovation, and establishes architectural standards, patterns, and governance across the organization.


Key Responsibilities:

Enterprise IT Strategy & Architecture

  • Define and execute State Fund’s long-term technology strategy and enterprise architecture roadmap, ensuring alignment with business priorities, regulatory requirements, and modernization goals.
  • Lead transformation of legacy systems (Mainframe/COBOL, Oracle, WebSphere) into scalable, cloud-enabled, service-oriented platforms (Azure, AWS, OpenShift, .NET, SAP, Salesforce, ServiceNow).
  • Establish and enforce architecture standards, reference models, and governance frameworks to guide technology investments across all domains.

Cloud, DevOps, and Modern Engineering Practices

  • Oversee adoption of modern DevOps, CI/CD, and automation practices (Jenkins, GitHub, OpenShift) to improve velocity, quality, and reliability of IT delivery.
  • Ensure strategic use of cloud platforms (Azure, AWS) to balance scalability, security, and cost-effectiveness.

Enterprise Data & Integration Strategy

  • Lead development and execution of an enterprise-wide data strategy encompassing data governance, warehousing, integration (SQL Server, SSIS, Informatica, Oracle), and analytics (Power BI, Tableau).
  • Champion data as a strategic asset, ensuring consistency, accuracy, and accessibility across all functions, including underwriting, actuarial, claims, and policy systems.

Organizational Leadership & Workforce Engagement

  • Direct large-scale IT strategy and architecture initiatives with teams of 75–120+ staff, including union employees, consultants, and offshore/onshore resources.
  • Foster collaboration across operations, development, and consulting groups, ensuring equitable participation in strategic planning and minimizing the gap between employees and contractors.
  • Develop future IT leaders by creating strong succession plans and mentoring talent across the enterprise.

Insurance Domain Leadership

  • Provide deep industry leadership across insurance carrier, brokerage, and Insurtech domains; ensure State Fund’s platforms meet the evolving needs of underwriting, actuarial science, portals, and customer experience.
  • Partner with business executives to ensure IT architecture supports regulatory compliance, competitive positioning, and operational efficiency.

Executive Advisory & Governance

  • Serve as a trusted advisor to the CIO, CEO, and executive leadership team, providing insight on emerging technologies, enterprise risks, and innovation opportunities.
  • Lead strategic vendor partnerships and contract evaluations to ensure alignment with enterprise architecture direction.
  • Represent IT Strategy and Architecture in executive forums, governance councils, and Board-level discussions.


Location: This a Statewide recruitment and may be headquartered in any State Fund office. Those offices include Bakersfield, Eureka, Fresno, Glendale, Pasadena, Pleasanton, Redding, Riverside, Rohnert Park, Sacramento, San Diego, Santa Ana, Stockton, and Vacaville.


Relocation expenses may be included.


Desirable Qualifications:

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • 10+ years of technology experience
  • 5+ years of as a Full Stack Developer with at least 3 yrs in the MS Stack (.Net and SQL Server)
  • 2+ years of Cloud (Azure and AWS) experience
  • Director level IT experience
  • Hands-on experience managing teams that include a combination of employee and consultant workforce
  • 5+ years domain experience in either an Insurance Carrier or Brokerage
  • Hands-on experience with one of the following: Underwriting Systems, Actuarial Systems, Insurance Portals
