IT Healthcare Technical Engineer
A consortium of technology and consulting professionals is seeking a highly skilled IT Healthcare Technical Engineer to provide senior-level database management and technical oversight for a large, high-visibility modernization initiative. This project involves significant public funds and demands impeccable integrity and technical confidence from its team members.

Scope of Work
This consulting role involves deep technical analysis and advisory services related to a major system implementation, focusing heavily on database and technical compliance.
Key Responsibilities:
- Serve as the senior SQL database management expert for a large-scale development effort.
- Conduct Independent Verification & Validation (IV&V), ensuring technical solutions align with requirements and best practices.
- Review and approve database design documents, ensuring compliance with standards for scalability, backup, and recovery.
- Oversee SQL and database security, including user permissions, role-based access, and data encryption.
- Provide subject matter expertise on Oracle and SQL Server environments (preferably Windows and Linux).
- Proactively identify and address technical risks, providing critical decision-making support to project management.
- Document, review, and evaluate the work of the development vendor team.
Required Skills & Qualifications
- 7+ years of professional experience in Information Technology.
- Expertise in Oracle 19c and SQL Server database administration.
- Demonstrated success in supporting development teams using SQL as the primary database for web-based solutions.
- Experience with database scalability and operations, including Oracle Data Guard.
- Proven ability to make correct technical decisions and communicate risks with courage and clarity.
- Project planning experience, including effort estimation and resource allocation.
- Bachelor's degree in a technical, business, or related field.
Preferred Skills
- Healthcare industry experience and/or managing PHI/PII data.
- Experience with data and traffic encryption.
- Familiarity with large-scale, federally-regulated Management Information Systems (e.g., MMIS).
- Vendor management experience.
- Public sector experience is a plus.
