About the Role
GovCIO is seeking a skilled Java Developer to join our team supporting the Pension Benefit Guaranty Corporation (PBGC). This fully remote position involves providing DevOps support and implementing enhancements to PBGC’s enterprise IT systems within the EBTS portfolio. The ideal candidate will be a versatile application developer comfortable with both front-end and back-end programming, working within an agile environment. The role entails analyzing, designing, developing, and testing enterprise-wide web applications utilizing Java and JavaScript technologies. The Java Developer will support the entire software development lifecycle, employing CI/CD and DevSecOps best practices to ensure secure, efficient, and scalable solutions. This position offers an excellent opportunity to work on impactful government projects, collaborate with a talented team, and adopt emerging technologies to meet evolving business needs.
Qualifications
- Bachelor’s degree in Computer Science, MIS, or a related field
- 12+ years of experience in information technology, with at least 8 years in Java development
- Strong expertise in J2EE, Spring Framework (Core, Boot, Data), and Hibernate
- Experience with Oracle WebLogic Application Server and Oracle Database (19c, WebLogic 14c R2)
- Proficiency in developing on Oracle ADF (Application Development Framework)
- Experience working with Agile methodologies such as Scrum, Kanban, or SAFe
- Strong programming skills in Java (version 8+), JavaScript, ReactJS, Redux, Vert.x
- Extensive experience designing and developing RESTful APIs and web services using XML and JSON
- Knowledge of front-end technologies including HTML, CSS, jQuery, and back-end languages like C#, Python
- Hands-on experience with CI/CD tools such as Jenkins, Docker, Kubernetes/OpenShift
- Experience with automated testing frameworks like Selenium, Cucumber, JUnit, TestNG
- Proficiency with relational databases, particularly PostgreSQL, and experience with MySQL or MongoDB
- Ability to analyze complex requirements and design scalable, customizable solutions
- Must be able to obtain and maintain a PBGC public trust clearance
Responsibilities
- Analyze, design, develop, and test enterprise-wide web applications using Java and JavaScript technologies
- Support the full system development lifecycle, applying CI/CD and DevSecOps practices
- Adhere to enterprise standards and best practices for coding, application design, and API development

- Debug, troubleshoot, and resolve technical issues promptly
- Recommend enhancements to existing Java infrastructure and application components
- Develop comprehensive user documentation and support materials
- Participate in code reviews, testing, and deployment activities within an agile environment
