This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Anticipated Start Date: This assignment will begin on/about pay periods beginning in the 2nd Quarter of FY26.

Overseas Duty Location: Europe District Headquarters located in Wiesbaden, Germany. Duty locations may include: Germany, Belgium, Netherlands, Italy, Luxembourg, Norway, Romania, and Bulgaria.

Position Summary:

This is a tremendous opportunity for a knowledgeable Project Engineer to be involved in large-scale construction projects for the U.S. Army Corps of Engineers, Europe District, located at several offices across the AOR. Several positions need to be filled at different locations across AOR. You will play a critical role in ensuring construction is executed in accordance with federal standards and specifications while helping deliver vital infrastructure to Europe’s AOR. Locations may include: Germany, Belgium, Netherlands, Italy, Luxembourg, Norway, Romania, and Bulgaria.

MAJOR DUTIES AND RESPONSIBILITIES

This is a tremendous opportunity for a knowledgeable project engineer to be involved in large-scale construction projects for the U.S. Army Corps of Engineers, Europe District, located at several offices across the Area Of Responsibility. The Project Engineers for Construction Division in Europe district help support the mission by performing duties to include but not limited to:

  • Works under the general supervision of the Chief of Construction Branch, Resident Engineer, or Chief of a Project Office.
  • Responsible for advising, directing, and/or instructing lower-grade engineers or technicians in the execution of construction activities for a wide range of military construction projects within geographic area.
  • Construction projects include but are not limited to family housing, airfields, communications systems hospitals, medical clinics, ammunition storage facilities, facilities modernization projects, etc., located throughout Europe.
  • Applies comprehensive knowledge of: engineering methods, techniques, and discipline techniques, costs of materials and practices; and contractor quality construction methods, equipment, and safety assurance program requirements.
  • During construction phases, ensures contractor compliance with contract schedules, plans, specifications, and submittals.
  • Investigates need for contract change orders; controversies which could lead to formal claims by the contractor; deviations requiring engineering determinations; and other related matters.
  • Makes on-the-spot decisions and commitments to avoid delays in construction with respect to minor changes, deviations from schedules, substitution of materials, and resolution of disputes over the acceptability of work.
  • Design phase of a project, performs constructability review of project designs and specifications to determine site compatibility and anticipated problems.
  • Conducts negotiations with contractors on modification work to establish equitable prices and realistic time allowance for modified and/or additional work.
  • Performs additional tasks as assigned to support related organizational initiatives.

Additional locations may include: Luxembourg, Norway, Romania, and Bulgaria

  • You must be able to satisfy the requirements of the 26 JUL 12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.
  • You must complete and sign DD Form 2365, FEB.
  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
  • This position may be eligible for situational telework.
  • This position has a Temporary Duty (TDY) or business travel requirement of __% of the time.
  • May be required to obtain and maintain a valid driver's license.
  • May be required to obtain COR (Contract Officer Representative) certification within 6 months.
  • TDY ranges from 5 to 25% depending on the specific assignment in the job announcement.
  • Must obtain and maintain an official passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.
  • For Positions in Romania/Bulgaria: Employee may be required to pass a medical examination and receive required immunizations for the overseas/deployed location (Rabies shot) and Hepatitis A and B if required for the specific country.
