Position: HR & General Affairs Manager
Reports to: Managing Director
Commencement: June/July 2025
Job Purpose
Responsible for the development and management of effective and responsive Human Resource (HR) functions and General Affairs for the Company and certain subsidiaries in Singapore. This position frequently represents the Company in interactions with peers, other departments, and upper management of customers, vendors, and external organizations.
Roles and Responsibilities
Human Resources
- Formulate and implement HR policies and procedures aligned with corporate goals.
- Establish and conduct periodic reviews of Standard Operating Procedures, the Employee Handbook, the job grading system, and other HR-related documentation.
- Handle payroll, employee welfare, benefits, leave administration, and expatriate matters.
- Administer the corporate performance management system.
- Conduct salary surveys and evaluate market practices and remuneration tools.
- Manage expatriate matters, including work passes, housing, repatriation procedures, and income tax.
- Review insurance policies, medical welfare programs, and annual health screenings (for both local and expatriate employees).
- Promote and maintain harmonious relationships among subsidiaries and colleagues.
- Stay updated on current market developments and liaise with industry experts to gather insights on HR trends and practices.
- Review contracts related to HR and Admin functions, including those with office and service vendors.
- Manage recruitment for both new and replacement roles.
- Oversee training and development programs for national staff.
- Prepare income tax filings using payroll data.
- Liaise with recruitment agencies, corporate secretaries, legal counsel, tax agents, housing agents, etc.
- Manage budgeting for manpower and HR/Admin-related costs.
- Plan and coordinate company events within the approved budget.
- Provide counseling and consultation to managers and employees on HR-related matters to enhance organizational effectiveness.
- Ensure workplace safety and security, and monitor vendor performance related to these areas.
- Perform other ad-hoc duties as requested by Management.
General Affairs
- Manage vendor performance related to HR and General Affairs, including IT-related services (e.g., office infrastructure, corporate insurance, etc.).
- Oversee and execute compliance and Enterprise Risk Management (ERM) tasks based on company policies and plans.
- Coordinate general office facility operations.
- Review and support office relocation plans and infrastructure improvements.
- Perform other ad-hoc duties as requested by Management.
Job Requirements
Education
- Minimum Degree or equivalent Professional Certification in Business Administration, Human Resources, or a related field.
Experience / Skills
- At least 5 years of relevant experience, including a minimum of 1 year in a similar managerial role.
- Strong leadership skills with the ability to set clear objectives and monitor progress across the organization.
- Highly collaborative and adaptable.
- Resourceful and able to respond quickly to changing situations.
- Strong interpersonal skills; capable of engaging with employees at all levels.
- Excellent communication skills in English, both written and verbal.
- Proactive problem-solver with a sense of ownership and accountability.
- Independent, self-motivated, team-oriented, and an effective leader.
- Ability to meet deadlines for payroll, CPF, income tax, and claims processing.
Knowledge
- Experience with Frontier HR system (preferred).
- Strong understanding of HR policies and familiarity with Singapore MOM employment laws and guidelines.
- Knowledge of personal taxation is a plus.
- Familiarity with IT coordination is advantageous.
