Make a difference

Reporting to the Director of Program Delivery or Chief Development Officer the Manager, Relocation and Leasing, is responsible for strategic and operational leadership and management of the Relocation and Affordable Rent Housing Programs, to ensure that these programs are responsive to the needs of TCHC tenants, the operational requirements of revitalization and capital repair programs, and is delivered in compliance with relevant legislation, City guidelines, and corporate policies and procedures.

This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

What You’ll Do

Leadership and Staff Management

  • As part of the Development Division’s management team, provides input to develop, implement and monitor department and program goals, objectives, financial and staff resource requirements.
  • Provides supervision, guidance and direction for the Relocation and Affordable Rent Programs through the Relocation Team, including staff scheduling and allocation to fulfil operational needs
  • Trains and demonstrates processes to staff to ensure quality customer service and compliance with and proper implementation of corporate policies and procedures, the Human Rights Code, and other relevant legislation and City guidelines.
  • Undertakes quality assurance of corporate policies through staff monitoring mentoring, training and coaching.
  • Ensures that staff have access to a program of continuous learning related to program activities.

Relocation Program Oversight

  • Manages and oversees all program activities related to the Relocation Program, including:
  • Leads and participates in the development of policies, procedures, program design, and program processes and tools
  • Provides strategic advice and guidance on the interpretation and application of the relocation policy and procedures
  • Ensures compliance with the Human Rights Code, Housing Services Act, City guidelines, TCHC processes, and any other program-related legislation, policies, guidelines and processes
  • Review and respond to Human Rights Accommodations with respect to relocation work with TCHC Legal.
  • Ensures timely and accurate review and documentation of activities and decisions related to accommodation requests.
  • Manages responses to queries and escalations from external stakeholders and tenants regarding relocation, moving, and leasing of affordable rent units.
  • Monitors and evaluates the effectiveness of programs, polices, and tools developing measures to evaluate performance
  • Recommends and manages the implementation of changes/improvements to policies, processes and training, including working closely with Legal to ensure Landlord Tenant Board decisions are incorporated as required.
  • Manages the matching process for prospective tenants with relocation or replacement units according to Relocation Policy and offers units.
  • Manages the rental and leasing of new units as a result of revitalization in conjunction with the Operations team and other stakeholders.
  • Manages the affordable rental program for Toronto Community Housing in accordance with the access plan approved by the City of Toronto.
  • Provides the necessary project oversight and leadership to monitor and adjust project activities, schedules, and deliverables to ensure all deliverables are well coordinated & completed within the assigned target dates.
  • Develops and implement innovative marketing and rent strategies for units funded under Affordable Rent Programs.
  • Maintains current knowledge of marketing techniques related to market rental properties including current rent rates and promotions of competitive properties.

Budgeting and Financial Control

  • Develops and manages annual budget for the unit’s operations
  • Monitors monthly expenditures and ensures compliance with procurement policies
  • Works in collaboration with multiple divisions to forecast relocation supports, cost escalations, and obtains financial approvals to deliver services.

Issue Management

  • Actively supports, promotes and assists in implementing the Toronto Community Housing Corporation’s initiatives to: maintain and improve buildings, establish healthy communities, create financial sustainability, increase affordable housing, develop community-based service delivery and create and manage a healthy organization.
  • Proactively identifies program delivery challenges and works in collaboration with Legal, Operations, Development, and the City to define risk mitigation strategies.
  • Facilitates the problem solving of issues arising on a wide range of relocation/tenancy matters including, but not limited to, rental accounts, moving schedules, legal matters, etc.
  • Maintains current knowledge of status of building phase developments, construction information, relevant milestones and ensure this information is regularly updated and available to relocation tenants.
  • Identifies opportunities for improvement and recommend solutions to improve the development process and work organization

Communications, Reporting and Stakeholder Relations

  • Builds and maintains collaborative and constructive working relationships with operational partners, other business units, City Divisions, and agency partners as required.
  • Works closely with stakeholders in the development of communication plans, website content and information materials.
  • Ensures that tenants have access to materials/information in a format and language that is accessible.
  • Manages the customer experience through interaction and evaluation by reviewing regular client feedback.
  • Provides input to and monitors shared service agreements and service delivery with Toronto Seniors Housing Corporation as required.
  • Prepare reports for various stakeholders including the Director, the CDO, and the Board.
  • Prepare ongoing quarterly reports to the Executive Leadership Team on units impacted by revitalization relocations and capital repairs.

What You’ll Need

  • Completed post-secondary education and experience in a relevant field (e.g. Property Management, Project Management, Business Administration/Management, and Leasing Administration) or a combination of equivalent education and experience.
  • 5 years progressive experience working within the broader public sector or non-for-profit sector
  • Experience managing staff in a complex organization
  • Experience in the administration and delivery of social housing programs including working with government legislation, including the Housing Services Act and the Residential Tenancies Act, Human Rights, Tenant Relocation Implementation Assistance Plans, Affordable Housing Agreements, etc.
  • Extensive experience in unit rentals and working knowledge related to development of marketing strategies and their implementation.
  • Experience in strategic planning and process development as it relates to best practice implementation.
  • Experience in preparing quality correspondence and reports as well as ability to make accurate calculations and familiarity with budgeting and accounting principles and practices.
  • Demonstrated experience utilizing computer software packages such as MS Word, MS Project Excel and databases.
  • Highly developed interpersonal, conflict resolution, problem solving, negotiation, analytical and facilitation skills.
  • Demonstrated ability to lead, motivate, coach and develop individuals and/or teams.
  • Demonstrated commitment to providing high quality tenant/customer service and the ability to communicate effectively with a diverse tenant population in difficult situations and resolve sensitive issues.
  • In-depth knowledge of social housing services and challenges including addressing the needs of vulnerable populations.
  • Demonstrated ability to communicate and represent the unit professionally with senior staff, committees, and stakeholders.
