CPShub is recruiting on behalf of a Giga Project client in Saudi Arabia to support their rapidly expanding project delivery team. We are seeking an experienced and strategic Procurement Manager to lead the sourcing, negotiation, and procurement activities for one of the most ambitious and high-value developments in the region.
This position is ideal for professionals who have worked on mega/giga projects, understand local and international procurement standards, and can manage high volumes of materials and services across multidisciplinary contracts. Key Responsibilities
1. Strategic Procurement & Sourcing:
· Develop and execute procurement strategies for construction materials, equipment, and subcontracted services
· Identify, evaluate, and prequalify suppliers and vendors aligned with project specifications and sustainability goals
· Lead the tendering, negotiation, and contracting process, ensuring optimal value and compliance
2. Contract & Vendor Management:
· Draft and manage RFQs, RFPs, purchase orders, and contract agreements
· Evaluate commercial offers and perform bid comparisons and risk assessments
· Monitor vendor performance, resolve disputes, and ensure timely delivery and quality compliance
3. Coordination & Controls:
· Work closely with engineering, planning, and cost control teams to align procurement activities with project timelines and budget forecasts
· Ensure compliance with Saudi procurement laws, local authority regulations, and company policies
· Maintain procurement dashboards, logs, and reports for internal and client-side stakeholders

Who We’re Looking For
· Experience – Minimum 3 years in procurement., Experience on mega/giga construction projects will be an added advantage.
· Industry Knowledge – Strong background in construction, infrastructure, or real estate development
· Process Expertise – Familiar with FIDIC contracts, vendor qualification procedures, and international procurement standards
· Tools & Systems – Proficient in ERP systems (SAP, Oracle, etc.), Microsoft Excel, and procurement tracking platforms
· Commercial Acumen – Excellent negotiation, cost analysis, and contract management skills
· Communication – Fluent in English; Arabic is a plus. Strong reporting and stakeholder coordination skills
· Education – Bachelor’s degree in Engineering, Business, or Supply Chain; CIPS or PMP certification preferred
