Clover Consulting (a Myticas Company) has a large direct client seeking a skilled SQL Developer/Analyst to join their team. This is a long-term contract position with potential for contract-to-hire and is fully remote. Experience with State Medicaid/Children's Health Insurance Program (CHIP) agencies or equivalent is required for this position.


Functional Description:

The SQL Developer/Analyst will develop complex SQL scripts and complete data analysis tasks daily. A complex SQL script requires advanced SQL functions, containing multiple joins, steps/processes, subqueries, conditional logic, temporary tables, index and performance tuning, and transaction statements. Functions of the selected SQL Developer/Data Analyst will include complex analysis, mapping of interfaces, designing data element transformations, participating in unit, integration, and system testing. This role will support analysis of multiple data structures to support conversion and new data model development of a large-scale data warehouse using complex SQL queries, advanced analytics, critical thinking and thorough testing and validation. The SQL Developer/Data Analyst is required to provide solutioning, thorough and complete data quality results, and support of the design, development, and implementation (DDI) of the project.


Primary Responsibilities:

  • Perform complex analyses primarily in SQL to support operational and development needs.
  • Analysis of Medicaid enrollment, eligibility, provider, claims, and other related data to support business requests, requirements, design, development, and implementation.
  • Analytics of current business processes and systems to identify the conversion requirements for new processes and systems.
  • Identify and document data anomalies throughout the multiple data structures and systems and collaborate with cross-functional teams to promptly resolve effectively.
  • Collaborate with customers and business partners on business documentation and updates.
  • Lead and facilitate meetings and presentations with internal and external stakeholders, documenting meeting outcomes.
  • Test data quality and coordinate with business, ETL, BI, and QA teams to resolve issues.
  • Share use cases to data/quality analysts for data profiling; review test results and infer compliance to project requirements, and applicable Medicaid/CMS processes and guidelines.
  • Effectively manage multiple priorities and ensure accurate and clear responses to questions from project members.
  • Support business requirements documentation and serve as a liaison between business team and technical teams in defining the technical specifications.
  • Support training end users on using the to-be system and cross-referencing to the as-is system with the data and related processes as primary focus.
  • Peer review project artifacts/documents and provide insightful and valuable input creating a final, accurate deliverable.
  • Interpret, analyze, and provide recommendations regarding data accuracy and data collection needs and processes.
  • Integrate insights into processes, measure results and drive action to help champion data-driven culture.
  • Ability to make decisions and problem-solve in ambiguous situations.
  • Possess positive attitude and willingness to jump in and help and share knowledge with colleagues where needed.
  • Other duties consistent with the role, as assigned.


Required Qualifications:

  • Bachelor's degree or higher in business intelligence, analytics, computer science, engineering, or related field.
  • More than five (5) years developing/writing complex queries using Structured Query Language (SQL). Proven ability of SQL writing expertise is required.
  • More than five (5) years of healthcare business and data analysis experience supporting business initiatives through data analysis, writing business requirements and supporting testing of various systems.
  • More than three (3) years of experience in working with State Medicaid/Children's Health Insurance Program (CHIP) agencies or equivalent.
  • Understanding of Fee for Service (FFS), Managed Care claim adjudication processes from eligibility and enrollment to claims processing to funding/finance.
  • Proficient in MS Word, MS Excel, MS Project, SharePoint, Teams, and MS PowerPoint.
  • Be a self-starter and able to thrive in an environment with little guidance.
  • Excellent interpersonal, oral, and written communication skills.
  • Ability to effectively communicate findings clearly and concisely in writing and verbally to both technical and non-technical audiences.
  • Ability to work in a challenging environment with multiple teams and competing priorities.
  • Experience with facilitating meetings.
  • Effective organizational, analytical, time management, problem-solving, and multi-tasking skills.
  • Ability to complete assignments under tight deadlines with little/no direct supervision.


Preferred Qualifications:

  • Experience working on a Medicaid Enterprise System (MES)/Medicaid Management Information System (MMIS), or Enterprise Data Warehouse DDI or equivalent.
  • Experience working with Data warehousing, Analytics, PERM, T-MSIS, CMS Federal Reporting or similar projects.
  • Understanding of CMS reporting requirements for Medicaid.
  • Knowledge of health insurance, Health Management Organizations (HMO) and managed care principles including Medicaid and Medicare.
  • Experience with Teradata and SQL Assistant/Query Studio.
  • Experience/knowledgeable in Extract Transform Load (ETL) processes.
  • Experience/knowledgeable in Reporting processes.
  • Experience/knowledgeable in Databases (such as Teradata, Snowflake, or other similar Database Management System).
  • Knowledge of quality measures (such as CMS Core Set, HEDIS).
  • Knowledge of data integration, software enhancements/development/planning.
  • Knowledge/experience with agile methodologies and projects.
  • Experience with using Azure DevOps, JIRA, and Visio.
