Duties

  • Lead projects using advanced analytics techniques such as machine learning, natural language processing, robotic process automation, and artificial intelligence. This includes research, design, development, deployment, and enhancement of enterprise-wide analytics solutions.
  • Guides the analysis and evaluation of business requirements and user needs as a component of planning and design. Responsible for the overall management, planning, analysis, review, coordination, and integration of all actions necessary to inject sound data analytics into the decision-making process for the agency or department.
  • Oversees the use of advanced predictive analysis, data visualization, modeling, and data science methods to generate information, recognize patterns, and predict outcomes and their respective probabilities.
  • Translate complex concepts into concise language, tying findings to the agency's mission and objectives. Design presentations and interpretations of analytical outputs tailored to specific audiences, using interactivity and narrative storytelling where appropriate.
  • Consult with stakeholders and customers to identify appropriate data and methodological approaches, conduct observational analyses using software like R, Python, Tableau, or Power BI, and derive insights from big data.
  • Apply computational and machine learning methods to new or big data to identify new insights, conduct in-depth data analysis, and disseminate results to stakeholders.
  • Serve as a resource and leader in implementing, managing, tracking, and evaluating large-scale data analysis projects, and apply system and project architecture principles.
  • Assume responsibility for project planning, communication, logistics, issue resolution, scope management, scheduling, budgeting, quality assurance, and progress monitoring.
  • Foster increased use of data and data-driven decision-making, support improved data governance and data literacy, and communicate effectively about data analysis.
  • Plan, organize, conduct, or coordinate advanced data analytics activities, oversee data mining initiatives, and generate investigative referrals.
  • Engage with audit and investigative personnel to identify quality analytic techniques, manage projects, and communicate complex technical requirements.
  • Provide professional leadership and administrative supervision to staff, giving advice, counsel, or instruction on work matters, and evaluating performance.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate the number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

Basic Requirements

A Bachelor's or higher degree in Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience.

Specialized Experience

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience with data science and analytical methods from conducting machine learning, Natural Language Processing, and technical procedures such as, solution design, implementation, and deployment. Experience using one or more relevant data science programming languages such as, R, Python, SQL; the use of an integrated development environment (IDE) such as, RStudio. Experience with evaluative methods based on analytical skills and experiences balancing project and technological risk of the advanced solution's design, development and implementation. Experience defining data science problems and generating solution designs. Experience communicating a synthesis of data science topics or issues and analytics solutions. Experience applying effective communication, both orally and in writing to articulate findings and recommendations. Experience with data preparation methods such as, feature creation, exploratory data analysis, model creation, and data visualization. Experience developing machine learning and AI models. Experience using data analysis, data visualization, and data reporting tools such as Power BI or Tableau. Experience researching and applying internal guidelines, policies, and procedures in order to adapt them to varying circumstances, including resolving conflicts between directives and guidance from different sources.

Education

This position has a positive education requirement: A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
