- The Digital & Technology Solutions (DTS) group under the leadership of the Chief Information Officer was established in 2023 with the mission of empowering our customers and colleagues to take on the world, by seamlessly delivering secure and reliable digital experiences. Digital & Technology Solutions has set out to achieve the following objectives for EDC:
- Define, execute, and sustain the integrated technology target state, target data model and technology operations required to enable EDC’s 2030 business transformation.
- Establish and manage the rolling 3 Year Digital Roadmap that sequences the technology outcomes required to achieve the technology target state and facilitate its execution across all domains in the organization.
- Keep pace with industry trends and emerging technologies, ensuring EDC has access to the digital technology tools it needs to stay relevant in the market and grow Canadian global trade.
- Lead and ensure integrated digital, data, infrastructure, and cybersecurity implementations to create excellent customer, user, and employee experiences.
As EDC aims to be the leader in helping all Canadian exporters go, grow, and succeed internationally, the Digital Platform Delivery & Architecture (DPDA) group in EDC plays a critical role in enabling leaders to leverage technologies by providing an easy-to-use, secure and fit-for-purpose digital business platform.
To better position ourselves for success, the Risk and Corporate Platforms (RCP) group is seeking a Technical Lead to implement the strategic technology vision by building an effective platform that supports the needs of EDC now and in the future. This role is accountable for the hands-on design, build, support, and operations of the Risk and Corporate Platforms group. This role coordinates design thinking, system analysis, solution design, functional and information integration, application development, deployment of capabilities and operational support and is responsible for coaching and mentoring more junior technical team members.
The ideal candidate will leverage their experience to guide solutions and provide mentorship and technical leadership. Strong interpersonal and organizational skills are required to collaborate with the team and stakeholders to translate big plans into achievable timelines and incremental deliverables.
Key Responsibilities
- Leads activities related to the design, development and integration of information systems and platform technologies according to industry best practices and EDC standards.
- Define and drive the technical vision and direction for all the Risk and Corporate Platforms projects.
- Lead the design and architectural decisions, ensuring scalability, security, performance, and maintainability.
- Advocate for innovative, creative solutions to complex problems that broadly impact EDC.
- Act as a key liaison between RCP and all other technical teams at EDC and serve as the lead for any technical implementation.
- Supports the RCP stakeholders in translating business needs into adequate technical solutions.
- Reviews systems models, specifications, diagrams, and charts created by other teams to provide direction and advice in areas related to Front-End, API, integration, and DevOps.
- Guide the adoption of best practices in coding, documentation, testing, and other aspects of the software lifecycle.
- Support Technical Community of Practice activities such as knowledge-sharing, development of standards and being involved in the hiring process.
- Communicates complex ideas, anticipates potential objections, and persuades others, often at senior levels, to adopt a different point of view.
Screening Criteria
- Post-secondary degree in a related field such as Computer Science or Engineering
- Minimum 7 years of hands-on experience in software development and technical architecture
- Skilled in Microsoft development tools
- Advanced knowledge in Web services, microservices, and API development
- Advanced knowledge in Integration services, including JSON, REST, and SOAP protocols
- Proven experience with enterprise technology deployment using Continuous Integration/Continuous Delivery (CI/CD) pipelines.
- Ability to approach challenges with innovative, user-centered solutions.
- Strong organizational abilities to translate high-level plans into achievable timelines and incremental deliverables.
Assets
- Hands-on experience with Microsoft Azure and its relevant build, deployment, automation, integration, DevOps, networking, and security technologies in cloud and hybrid environments
- Advanced knowledge in Identity platforms (IdP) and standards like SAML, OpenID Connect, and OAuth
- Demonstrated experience in managing integration design patterns and practices. including API virtualization, resilient event driven architecture and asynchronous processing
- Hands-on experience with Security scanning tools
- Experience integrating legacy systems in the modern tech stack
- Design skills, e.g., working with Figma or similar design tools
- Bilingual in both official languages (French and English)

- Export Development Canada is a hybrid work environment.
- This role may be performed from EDC’s headquarters in Ottawa, or from all other EDC Community Hubs (Toronto/Mississauga, Montreal/Laval/Brossard, Vancouver, Halifax, or Calgary.)

Compensation Details
- Tech Lead 18: Salaries typically range from $94,664 to $126,219 annually, based on qualifications and experiences plus a performance-based incentive.
