Job Summary & Requirements
The
Recruitment Specialist-Newcomer and Onboarding supports new hires and employees with settling into Simcoe County, onboarding to RVH, and providing employees with support related to their immigration needs. This position serves as the subject matter expert for RVH on immigration legislation and programs. The
Recruitment Specialist-Newcomer and Onboarding provides guidance to employees and leaders across the organization for work permit and/or immigration support and completes the required employer documents for employee application.
The
Recruitment Specialist -Newcomer and Onboarding will serve as a key point of contact for facilitating seamless navigation of immigration pathways. Additionally, this role will enhance onboarding processes for newcomers, fostering a welcoming and supportive environment that aligns with RVH's commitment to cultivating a culture that is safe, inclusive and equitable for all of TEAM RVH and the community served .
This position is responsible for ensuring RVH is consistently represented as a supportive, desirable place to work by providing exceptional, positive experience for employees in all interactions, while complying with the applicable legislation collective agreements and policies. This position provides advice to leaders on creating and sustaining an inclusive onboarding & employee experience and supporting newcomers.
T his position also supports other Recruitment and Human Resources activities including but not limited to policy development, researching, planning, developing, implementing, and evaluating best-practice human resources, recruitment, selection, and retention strategies to make recommendations on improving current practice.
Education:
- Undergraduate in Law, Human Resources, Business or an equivalent combination of education and experience
- Immigration Consultant Certificate as a Regulated Canadian Immigration Consultant (RCIC) considered an asset
- Diploma or Certificate in Immigration/paralegal considered an asset
Experience:
- 2 years of experience in recruitment, human resources or supporting newcomers, preferably in a unionized and/or healthcare setting or immigration
- Experience with preparing forms and documents related to supporting immigration, including but not limited to Ontario Immigrant Nominee Program (OINP), Labour Market Impact Assessment (LMIA), etc.
- Demonstrated knowledge and application of Canadian immigration laws, regulations, and processes.
- Excellent proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint, SharePoint, etc.
- Excellent interpersonal and customer service skills
- Strong proficiency with Human Resources Information Systems (HRIS) and Applicant Tracking System (ATS).
- Strong project management and presentation skills
- Experience with data collection & analysis.
Responsibilities:
Supporting employees with work permit & immigration applications
- Provide guidance and support to employees for work permit and immigration applications.
- Provide guidance and liaise with leaders to support employees on work permits and or/applying for permanent residency
- Develop resources and materials for candidates, employees, hiring leaders, and the People Recruitment team related to work permits and immigration.
- Prepare forms and documents required to support employees with applying to the Ontario Immigrant Nominee Program (OINP).
- Prepare forms and documents required to apply for a Labour Market Impact Assessment (LMIA).
- Consult with internal and external partners and legal counsel.
- Act as a liaison between employees, hiring leaders and external legal counsel to ensure timely and accurate submission of applications
- Develop process & standard practices for supporting employees with work permit & immigration.
- Strategic planning & project management
- Stay abreast with Canadian Immigration laws, regulations and program requirements providing insights and updates to employees and the People recruitment manager
- Maintain an organized record of all applications and supporting documentation, ensuring compliance with privacy and legal standards
Welcoming, Onboarding & Belonging
- Support new hires and internal employees with onboarding processes to the unique needs of newcomers including reference and police check, completion of onboarding documents and tasks, etc. to ensure seamless transition
- Develop resources and materials for new hires to ensure seamless, successful transition to working at RVH and into the community
- Collaborate with internal departments to address newcomer needs, including credential recognition.
- Lead initiatives and projects related to onboarding new employees and helping them feel a sense of welcoming & belonging.
- Develop employee feedback loop strategy for new hires to provide recommendations on opportunities to improve candidate and employee experience.
- Support successful candidates through onboarding processes including reference check, completion of onboarding documents and tasks,
- Communicate with leaders, orientation leads, and other internal partners on candidate requirements & progress through
Relocation Support
- Build and maintain positive relationships with successful candidates and employees through timely and engaging communication.
- Build and sustain positive relationships with diverse community groups (e.g. cultural, religious etc.) in order to meet the needs of employees
- Develop resources and materials for candidates, employees, hiring leaders, and the People Recruitment team related to relocating to the Simcoe County area.
- Develop the Relocation Support Reimbursement Program policy, procedures, and processes.
- Implement and manage the Relocation Support Reimbursement Program.
- Support other unique needs for new hires or employees relocating to the Simcoe County area .
- Engage with community organizations and groups to provide education and support on professions and careers at RVH and other recruitment-related topics
Recruitment & Selection Support
- Provide guidance and support to internal and external candidates with various recruitment-related inquiries
- Represent RVH at external career fairs and recruitment events
- Prepare & present recruitment presentations for external candidates (post-secondary schools, community groups, etc.)
- Support with managing candidate screening activities, including but not limited to, resume screening, screening questionnaires, phone and/or virtual screening interviews, and testing to short-list candidates for hiring leaders
