Job Summary

DIO manages the Defence estate, one of the UK’s largest and most diverse property portfolios, enabling the armed forces and Defence civilians to live, work, train and deploy. From net carbon-zero accommodation to runways for the F35 fighter jets, our outputs are unique in the UK and across the globe!

DIO Regional Delivery Overseas & Training manages the delivery of the DIO contracted, and where appropriate in-house, facilities management and associated services to military users within Canada, Kenya, Belize, Germany, Norway, Brunei and Nepal. This includes performance and assurance management and key relationship management with senior users, key suppliers, and other elements of DIO Operations, to deliver the DIO Outputs to support Military Capability.

The DIO RD OS & Trg Senior Estate Facilities Manager (SEFM) Germany will report directly to the Area Manager. The post holder is responsible for managing the delivery of Additional Services (projects) on behalf of our customer, through the life-cycle process in accordance with the Overseas Prime Contract (OPC) and DIO policy, working in collaboration with the Industry Partner, Host Nation Stakeholders and other Key stakeholders.

The post holder will be responsible for providing advice and direction to stakeholders, both internal and external, on the management and operation of the Overseas Prime Contract. They will facilitate contract queries, escalating as necessary to the Area Manager.

The Senior Estate Facility Managers area of responsibility is Germany as well as supporting Norway and will deliver outputs across Sennelager, Minden, Monchengladbach, Harz Mountains and Bavaria as well as Bardafoss in Norway, and provides support to various Hirings in NW Germany. The role is supported by a team of Civil Servants and Locally Employed Civilians.

The tour length is 3 years long with the potential to extend to 5 years, subject to line manager and candidate agreement. The position is advertised as 37 hours per week.

Job Description

The position holder will be expected to:

  • Authorise and supervise Additional Services within delegation through the IMS database.
  • Support DIO and Customer reporting requirements as required by the OS Delivery HQ.
  • Support the OS Delivery HQ in the development of the Programme of Works, including future years’ planning.
  • Lead with Business Case processes and timelines in collaboration with the Customer, Industry Partner and the Approval Authorities.
  • Manage and monitor Industry Partner performance in line with the OPC, reporting to Area Manager.
  • Collaborate with the German Construction Agency in the development and delivery of Additional Services using the ABG75 process and timelines
  • Ensure the delivery of the CIDP and Programme of Works is managed, tracked, and accurately reported on within the contractual and OS Delivery HQ timelines.
  • Support Housing team in the delivery of infrastructure and contractual requirements as directed by Area Manager.
  • Support to Soft FM as required.
  • Work with HoE, TLB, DIO and MOD Stakeholders, Industry Partner, Host Nations and other contractors to identify, define and prioritise Additional Services requirements for their Area of Responsibility within the OPC timelines
  • Act as the Point of Contact for Area of Responsibility and proactively advise on stakeholder concerns and issues (both Internal and External to DIO), raised formally or informally, ensuring that all interested parties are kept informed of emerging issues and that Contractual processes are followed.
  • Attend OPC governance meetings in accordance with OPC timelines and attend other relevant meetings as directed by Area Manager.
  • Manage good and poor performance consistently and fairly, integrating Diversity & Inclusion. 
  • Inspire, motivate, and engage with staff to deliver a customer focused organisation.
  • Encourage innovation to foster a high performing team through continuous improvement.

  • Support continuous improvement to ensure compliance of the estate with all Statutory, Mandatory and Health & Safety requirements for current and future Overseas contracts and standards delivered across a diverse overseas estate.
  • Support MOD sustainability policies
  • Ensure infrastructure risks are recorded and updated on the DIO risk register (SPRITe).
  • Deliver the Asset Management function in accordance with OPC and wider DIO policy.
  • The post holder will track and assure asset data ensuring it is accurate and relevant.
  • Direct Line Management to 3 HEOs. Leading a wider team of Locally Employed Civilians.

Person specification

This is a fast paced and demanding post. The ideal candidate for the role of Senior Estate Facility Manager will possess the following qualifications, skills, and attributes:

  • Excellent project management skills, with the ability to plan, organise, and execute construction, renovation, and improvement projects from conception to completion in collaboration with technical SMEs.
  • Demonstrate experience in leading projects, delegating tasks, and fostering a culture of collaboration and accountability.
  • Experience in budgeting, scheduling, and reporting for capital projects.
  • Proven experience in facilities management in a leadership role, overseeing the maintenance and operation of a large-scale training centre or similar facilities.
  • Experience managing a team of locally employed technical professionals and administrative support staff is essential.
  • Strong leadership and management skills, with the ability to inspire, motivate, and develop a diverse team of professionals.
  • Good communication and interpersonal skills, with the ability to effectively engage and collaborate with internal stakeholders, external contractors, and regulatory authorities.
  • Strong written and verbal communication skills are essential.
  • Strong analytical and problem-solving abilities, with the capacity to identify issues, evaluate options, and implement practical solutions in a timely manner.
  • Demonstrated ability to prioritise tasks, manage competing priorities, and adapt to changing circumstances in a dynamic environment.
  • Driving Licence Candidate will need to pass European Matrix test
  • Experienced in the use of Microsoft Office, especially Excel, Word and PowerPoint.
  • Experience of delivering a wide range of projects / programmes

Desirable Criteria:

  • Experience of delivering Facilities Management
  • Experience of Contract Management
  • Use of IMS or Industry equivalent
  • Demonstrable experience of collaborative working Relevant or project or facilities management qualification.
  • Previous experience of working with the British Army is desirable, but not essential.
  • An ability to effectively communicate in German is highly desirable.
  • It is expected that the successful candidate will hold or is working towards a professional property or technical qualification
