Role Summary
The Tony Blair Global Institute for Change is looking for a qualified and experienced
Data Scientist to support the Ministry of ICT and Innovation (MINICT) and the Ministry of Health (MoH) in utilizing data to drive policy decision and strategic planning. The ideal candidate will have extensive experience working with large datasets to extract actionable insights, preferably within the e-Health space. This role will involve gathering and mining data, developing visualizations and reports for high-level decision-makers, and building capacity within government teams on data collection, analysis, and usage for policy making.
The Data Scientist will play a key role in supporting the SMART Rwanda strategy with emphasis on the e-Health Strategy as well as national data strategy by applying advanced data science techniques, such as predictive analytics and machine learning, to inform public health decisions. Working closely with the MINICT-RISA and supporting Ministry of Health, you will contribute to improving data systems integration and enhancing data quality, ensuring that government policies are grounded in accurate and timely information. The successful candidate will also provide technical support and training to Data analysts and Chief Digital Officers in identified sector ministries, helping them develop data-driven solutions to current and future health challenges.
The position is full-time, with a minimum duration of 2 years and based in Kigali, Rwanda. The role starts as soon as possible on the identification of a suitable candidate.
For successful candidates not based in Rwanda, a relocation package might be considered.
Key Responsibilities
Working through the Ministry of ICT & Innovation and supporting Ministry of Health, TBI and other relevant counterparts and stakeholders in the Government of Rwanda, the key responsibilities for the Data Scientist are to:
- Data Strategy & Integration: Lead the design and implementation of data-driven strategies to support ICT & Innovation and Ministry of Health sector planning, integrating diverse data sources to enhance decision-making, and improving sector outcomes.
- Data Analysis & Reporting: Develop and apply advanced statistical models, including predictive analytics, to derive insights that support ICT and Innovation policy and planning. Create comprehensive reports and dashboards to communicate findings to high-level stakeholders, including government leaders.
- Capacity Building & Collaboration: Provide training and technical support to strengthen the capacity of MOH and MINICT teams in data analysis, statistics, and the use of machine learning models. Work collaboratively with government counterparts and other stakeholders to ensure data initiatives align with Rwanda’s ICT and Innovation priorities.
- eHealth Project Support: Collaborate with the Tech for Development team, contributing to the execution, monitoring, and evaluation of e-Health projects. Support efforts to improve data integrity, security, and system integration within the health sector.
- Stakeholder Engagement & Policy Support: Engage with government agencies, the private sector, and development partners to scope opportunities for leveraging data to support Rwanda’s AI and Tech and Innovation policies strategic priorities.
Person Specification
- Education & Experience: Hold a master’s degree in data science, statistics, or related fields, and bring 5+ years of experience in data analytics. A PhD in Data Science will be an added advantage.
- Technical Expertise: Strong background in data science, including data mining, advanced statistical analysis, machine learning, and predictive modelling using tools like Python, R, SQL, and Hadoop. Ability to manage large, complex datasets and extract meaningful insights.
- Data Systems: Experience working with data systems and the integration of data from multiple sources to support policy decisions. Familiarity with data privacy regulations.
- Data Visualization: Expertise in designing data reports and visualizations using tools such as Tableau, Power BI, or similar platforms, making complex data accessible to non-technical stakeholders.
- Capacity Building: Proven ability to train and build the capacity of teams in data analysis, statistical modelling, and predictive analytics, with a focus on practical applications.
- Project Management: Experience in leading data-driven projects ensuring delivery of key outcomes and maintaining strong relationships with government partners.
- Problem Solving & Adaptability: Strong analytical and problem-solving skills with the ability to adapt to changing environments and work under pressure. Demonstrated ability to coordinate across multi-disciplinary teams to achieve project goals.
- Work Planning and reporting: Develop and maintain a comprehensive work plan, ensuring timely updates and delivery of key milestones. Provide regular progress reports to line managers and stakeholders, while proactively communicating any risks or challenges.
- Communication: Effectively communicate complex data findings in clear, concise English, both verbally and in writing, ensuring alignment with project goals. Maintain excellent communication with government counterparts and other stakeholders to ensure consistent updates and smooth coordination of data-driven initiatives.
