Job Description
HYBRID, reporting to a specific location where work needs to be performed / collaboration should happen (regardless this location is within a hub) and without regard to where a candidate lives (some employees may end up hybrid who live more than 50 miles away but where business needs dictate them to be onsite at a specific location three days per week).
- This role is categorized as hybrid. This means the successful candidate is expected to report to Warren Technical Center (WTC) or Austin IT Innovation Center or Georgia IT Innovation center three times per week, at minimum.

ABOUT THE ROLE:
The Regulatory IT Development Manager is accountable for the development of the Regulatory and Compliance IT capability roadmap and manages a large team of senior and junior individual contributors, across multiple locations.
Provides strategic direction regarding IT programs or services, developing strategies to support the overall IT and business strategy. Responsible for a distinct area of the business (whole organization/ function /sub-function). Often required to use high level communication skill to present options/alternatives and/or negotiate with internal and/or external parties, where interests are not aligned.
As a manager, you will provide oversight to development activities to ensure the highest utilization of resources toward delivery of world-class capabilities aligned with GM corporate and business direction. This position requires you to advise, coach, and mentor software developers. In addition, you will be reviewing the software being developed to insure the highest standards.
Responsible for staffing, communicating, training and development, directing and prioritization of work, evaluating performance and removing roadblocks.
Responsibilities
- The primary key focus of this leader is driving the development and deployment of a new greenfield application to support the Regulatory and Certification business process that supports GMs ability to certify both ICE and EV vehicles as well as comply with all greenhouse gas and fuel economy EPA reporting requirements.
- The team has an aggressive timeline to complete the critical modules in 2024 and 2025 with a final goal of retiring the legacy application in 2026.
- Managing a team that develops enterprise-grade applications using Kubernetes/Docker, Java 17, React, PostgreSQL, and Quarkus, among other tools.
- Lead the culture within their team, holds themselves and others accountable for demonstrating GMs values and cultural behaviors. Models GM behaviors and creates a winning culture.
- Be comfortable leading highly technical teams through the software development lifecycle (SDLC) utilizing industry standard/best practice for software development.
- Ability to handle issue resolution and remove roadblocks by navigating complex corporate environments and processes.
- Possess excellent verbal and written communication skills.
- Understand and maintain compliance with GM standards and industry standard methodology.
- Strong background in software/application development lifecycle
- Minimum 12+ years of professional software development experience with the following required experience: Leading/managing a medium to large size team in an agile environment (15-20 resources)
- Strong background in Java back-end & in front-end framework technologies
- Experience adapting to existing software application and computing infrastructures.
- Extensive experience with various development methodologies (e.g. Agile, Waterfall, etc.)

- Bachelor’s degree in computer science and/or Information Technology or equivalent experience
