Duties

The Data Scientist Performs The Following Duties

  • Applies knowledge of the concepts, methods, and techniques of the specialized field of data science to provide technical expertise on data quality functions and activities pertaining to operations.
  • Plans and leads the technical efforts of data collection and analysis.
  • Utilizes a broad range of data science, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures.
  • Mines and analyzes data using state-of-the-art methods from various databases to drive optimization and improvement of operations, maintenance, and other critical strategies.
  • Uses judgement and originality to discern or devise creative solutions and actions that resolve issues, conditions, and problems.
  • Presents data in a clear and understandable way that impacts behavior in a positive way.

Qualifications

Your resume must include detailed information as it relates to the responsibilities and specialized experience for this position. Evidence of copying and pasting directly from the vacancy announcement without clearly documenting supplemental information to describe your experience will result in an ineligible rating. Specialized Experience: To qualify for the GS-12 position, the incumbent must have one year of specialized experience that is equivalent to at least the GS-11 level or equivalent, performing duties such as:

  • Collects data from various sources; analyzes it for better understanding of overall performance and assesses the effectiveness and accuracy of new data sources and data gathering techniques.
  • Conducts data processing and verifies the integrity of data used for analysis such as inconsistent data, missing data, duplicate data.
  • Uses Structured Query Language (SQL), Python, PHP, SAS, Tableau, etc., Microsoft Word, Excel, PowerPoint and Outlook, and various data integration services and data visualization tools.
  • Creates clear, compelling dashboards, presentations, and other visualizations to relay data and insights.
  • Works with other stakeholders to ensure the processes used to generate data and analyze vast quantities of data and data sets are accurate and reliable.

In addition to the specialized experience, you must meet the following Basic Requirements:

  • Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position OR
  • Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

Education must have been successfully obtained from an accredited school, college or university.
