Key Responsibilities:


Product Management:

  • Lead the development and enhancement of government digital services.
  • Define the product vision, roadmap, and strategy in collaboration with stakeholders and government bodies.
  • Manage the full product lifecycle from concept to launch, ensuring timely delivery of high-quality solutions.
  • Conduct market research and analysis to identify new trends and needs within government services.
  • Oversee product design, development, testing, and deployment while managing cross-functional teams.
  • Ensure alignment with Qatar’s national development goals and digital transformation strategies.


Business Analysis:

  • Elicit, document, and analyze business requirements from government entities.
  • Work closely with stakeholders to identify inefficiencies in existing processes and propose innovative solutions.
  • Develop detailed business and functional requirements documentation, including workflows, use cases, and user stories.
  • Conduct gap analysis, identify business opportunities, and provide recommendations for optimization of government services.
  • Support project management teams with change requests, system implementations, and process re-engineering efforts.
  • Track and measure the performance of digital solutions post-implementation to ensure they meet business objectives.


Qualifications:


Education:

  • Bachelor’s degree in Business Administration, Computer Science, Information Systems, or a related field. A Master's degree is preferred.


Experience:

  • Minimum of 5 years of experience in product management and/or business analysis, preferably within the government or public sector.
  • Proven experience developing and launching digital government services or large-scale public sector projects.
  • Experience working in a multicultural environment is an advantage.


Skills:

  • Strong understanding of government service delivery, e-Government solutions, and public sector processes.
  • Excellent communication and presentation skills in English (fluency required). Proficiency in Arabic is a plus but not mandatory.
  • Ability to translate complex business needs into clear technical requirements.
  • Strong analytical and problem-solving skills with a keen attention to detail.
  • Proficiency in tools such as Jira, Confluence, Microsoft Visio, and project management software.
  • Demonstrated ability to manage multiple projects simultaneously, work under pressure, and meet tight deadlines.
