Duties

The ideal candidate for this position will possess expertise and skills in conducting performance audits using Generally Accepted Government Auditing Standards and FHFA OIG policy.

The following are the major duties and responsibilities of this position at the EL-13 (Equivalent to the GS-13). However, if you are applying at a lower grade, you will have the opportunity to learn, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Assist in developing overall work plans, strategies, and objectives. Plan, direct, and execute audits related to the programs and operations of FHFA.
  • Conduct audits, including determining what information should be reviewed, and when and how to obtain information; developing and/or modifying methods to ensure thorough and accurate data is collected; reviewing documentation, interviews, observations, sampling data, and case files; and setting up test programs to validate computer systems and other data.
  • Develop audit reports explaining program differences from criteria and recommending improvements to program operations when necessary; and creating special reports as audits progress, covering program deficiencies where immediate corrective action is required.
  • Review and finalize audit documentation and reports which are timely, well-written, complete, and supportive of the findings.

  • Obtain and use a Government-issued charge card for business-related travel.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • If you are retired from the Federal Government and are selected for this vacancy, your retirement annuity may be offset from your pay.
  • Travel, as required by the position. However, many audits, inspections and evaluations are done locally, so there may be no travel required for periods of time

Ethics: FHFA-OIG employees are subject to government-wide ethical standards of conduct, financial disclosure requirements, and post-employment prohibitions. In addition, certain FHFA-OIG employees are prohibited from accepting compensation from Fannie Mae and Freddie Mac for a two-year period after terminating employment with FHFA-OIG. Furthermore, to avoid financial conflicts-of interest or the appearance of conflicts-of-interest, FHFA-OIG employees may need to divest or sell certain assets they, their spouse, or minor children own or control, including securities issued by Fannie Mae, Freddie Mac, or the Federal Home Loan Banks. Employees who work on Federal Home Loan Bank issues may need to sell or divest financial interests with any of the Federal Home Loan Bank members, which may include stock in bank holding companies, insurance companies, and other financial services firms.

Qualifications

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.

For The EL-13, You Must Have One Year Of Specialized Experience At a Level Of Difficulty And Responsibility Equivalent To The EL-12 Grade Level In The Federal Service. EL-13 Is Equivalent To a GS-13. Specialized Experience For This Position Is Defined As The Following

  • Communicating controversial issues, justifying conclusions reached and recommending courses of actions when conducting a performance audit or review; AND
  • Preparing briefings and presentations regarding the application of relevant laws, regulations, and policies to address compliance or remediation matters.

For The EL-12, You Must Have One Year Of Specialized Experience At a Level Of Difficulty And Responsibility Equivalent To The EL-11 Grade Level In The Federal Service. EL-12 Is Equivalent To a GS-12. Specialized Experience For This Position Is Defined As The Following

  • Leading or assisting with the planning and execution of an audit; AND
  • Facilitating and communicating requests for information between the auditors and program offices.

For The EL-11, You Must Have One Year Of Specialized Experience At a Level Of Difficulty And Responsibility Equivalent To The EL-9 Grade Level In The Federal Service. EL-11 Is Equivalent To a GS-11. Specialized Experience For This Position Is Defined As The Following

  • Analyzing the efficiency and effectiveness of internal controls; OR
  • Participating in reviews or studies of systems or operations; AND
  • Assisting management or a liaison in responding effectively to internal and external auditors.

OR

You may substitute education for specialized experience as follows:3 full years of progressively higher level graduate education leading to a Ph.D. or Ph.D. or equivalent doctoral degree.

OR

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the EL-13, you must have been at the EL/GS-12level for 52 weeks.

For the EL-12 you must have been at the EL/GS-11level for 52 weeks.

For the EL-11, you must have been at the EL/GS-9 level for 52 weeks.

Education

  • Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

  • Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
