My client is at the forefront of delivering national healthcare programmes through digital investment to modernize technology-enabled healthcare in Wales. As part of this strategy, the Digital Eyecare Programme (DECP) aims to deliver two core systems:
- Electronic Patient Record (EPR) for Ophthalmologists in secondary care.
- Electronic Referral System (ERS) for Optometrists referring from primary to secondary care and to higher-qualified Optometrists in community settings.
A Business Analyst (BA) is required to support the ERS system's procurement process, developing and validating requirements, and planning/running workshops. This project is expected to conclude by the second week of October.
Objective
To provide a Business Analyst who will develop a comprehensive approach to requirements validation and facilitate workshops to consolidate both functional and non-functional requirements for the ERS system. These requirements will be prioritized using techniques such as MOSCOW.
Duties and Responsibilities
- Requirements Validation: Create a pragmatic approach for validating both functional and non-functional requirements for the ERS.
- Stakeholder Engagement: Engage with Optometrists, Ophthalmologists, medical records administrators, and service managers across hospitals.
- Facilitation: Lead workshops remotely to gather input from stakeholders and subject matter experts, including facilitating stakeholder groups.
- Consolidation: Record, consolidate, and prioritize requirements (e.g., MOSCOW prioritization).
- Documentation: Ensure requirements are well-documented and communicated to stakeholders, technical teams, and senior management.
Qualifications/Knowledge
Essential:
- Degree-level education and evidence of continuing professional development.
- In-depth knowledge of business modelling techniques and experience presenting these models to senior management.
- Proficiency in business analysis tools and software.
- Ability to advise technical teams on business processes and data structures.
- Experience in applying various analytical techniques, consulting with stakeholders, and process analysis.
- Knowledge of Business Analysis techniques, methods, and tools, including enhancing their application.
Desirable:
- Understanding of the NHS and the integration of primary and secondary care services.
SKILLS & EXPERIENCE
Essential:
- Proven experience in requirements gathering and validation of clinical systems.
- Experience in remote facilitation of workshops involving clinical, technical, and administrative stakeholders.
- Strong experience in process mapping and modelling tools.
- Demonstrated experience in handling complex projects and stakeholder management.
- Excellent verbal and written communication skills with the ability to negotiate and influence outcomes.
- Strong facilitation skills and experience resolving conflicts in complex projects.
- Experience with leading, guiding, and managing project changes and implementation.
- Proficiency with MS Office (Word, Project, Excel) and modelling tools.
Desirable:
- Understanding of NHS processes and interconnectivity between primary and secondary care.
Contract Details:
This is an inside IR35 contract role, offering competitive remuneration of approximately £200 per day via an Umbrella company.
Fully Remote role, client based in Cardiff.
