This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank, is seeking to recruit for its Finance Directorate (FI), Planning and Settlement of Operations Department (PRO), Transaction Processing Division (TP), Money and Securities Markets Unit (MSM) at its headquarters in Luxembourg, an (Associate) Transaction Processing and Management Officer. This is a full-time temporary position at grade 4/5 for 6 months.

The term of this contract will be 6 months; as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen.

Panel interviews are anticipated for April 2024.

Purpose

Execute and contribute to the daily transaction processing of Money and Security markets, Borrowings and Derivatives transactions, legal documentation of derivatives transactions, coordination of activities in order to enable fulfilment of the bank’s commitments in a timely and accurate manner and limit the EIB operational and reputational risks.

Operating Network

You will report to the Head of the Unit and will have regular contact with colleagues within the Division, with Treasury Department (FI/TRE), Middle Office (SPBS) and IT support. Frequent contacts with Risk Management Directorate (RM), Lending Operations Directorate (OPS) and the other FIPRO back offices. Other main contacts are Financial Control Directorate (FC) and occasionally Capital Markets Department (FICAP).

Accountabilities

TRANSACTION MANAGEMENT AND MANAGEMENT OF RELATED OPERATIONAL PROBLEMS

Check the correctness of Borrowings, derivatives and treasury transactions and ensure timely sending of confirmation and settlement messages in order to reduce operational and settlement risk. In case of problems such as settlement failure, act quickly and accurately to achieve a resolution as efficiently as possible in order to keep settlement claims and overdraft costs low.

  • Ensure execution of appropriate checks to all Borrowings, derivatives and treasury transactions before sending out confirmation and settlement messages (SWIFTS).
  • Ensure all messages are sent out in time to meet market deadlines. In case of wrong messages, take appropriate action (e.g. have transaction updated, contact IT in case of system problems, etc).
  • Drive the analysis of the operational problems in order to clearly understand where the problems lie and what action needs to be taken.
  • Make timely contact with all participants necessary to resolve in as quick a time frame as possible, taking into account market deadlines and domestic specificities.
  • In the case of overdrafts and claims as well as outstanding reconciliation items, coordinate with FIPRO/CCNS/LPC and maintain a critical approach and uphold the bank’s best interests at all times.
  • Independently execute Back-Office processes related to the control and validation of data in the treasury, borrowing and derivatives database.
  • Control and validate all data changes and execution of events during all life cycle of Borrowings and Derivatives transactions.
  • Follow up structured operations, and some complex financial calculations (e.g.: forex and indexed-linked transactions).

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in a business-related field (Finance or Economics)
  • 3 years of relevant professional experience ideally including a Back Office in banking sector
  • Broad and in-depth knowledge of the financial sector in general and good Treasury product and settlement knowledge in particular.
  • Understanding of new financial products and complex derivatives.
  • Good knowledge of frequently used SWIFT message types (especially confirmation & settlement messages).
  • Very good knowledge of Excel.
  • Experience with the EIB’s core Back Office application, Finance Kit
  • Good notions of accounting principles.
  • Excellent knowledge of English and/or French, with a good command of the other. (Knowledge of other EU languages would be an advantage).
