About the Opportunity
Our client is a rapidly growing, nationwide healthcare services organization with a large, multi-jurisdictional workforce and operations across hundreds of locations throughout the U.S. and Canada. The organization has experienced significant growth since its founding and has aggressive plans for continued expansion, including international growth.
As part of this continued growth, the company is building a new centralized Accounting and Finance organization and is seeking an experienced Payroll Manager to help establish and lead its payroll function.
This is an exciting opportunity for a payroll leader who enjoys building teams, developing processes, implementing best practices, and having a meaningful impact within a high-growth organization.
The position is fully remote, with limited travel to the company's headquarters in Waco, Texas, expected approximately 1–2 days per month. There is also potential for a Dallas-area office in the future as the organization continues to expand its corporate infrastructure.
Position Overview
The Payroll Manager will oversee payroll operations for a complex workforce of approximately 17,000 employees across the United States and Canada while leading a payroll team of approximately 20 professionals.
This individual will be responsible for ensuring accurate, timely, and compliant payroll processing while building scalable processes and controls to support the company's continued growth.
The Payroll Manager will serve as a key partner to Human Resources, Finance, Accounting, Benefits, Compliance, and IT and will play an important role in improving payroll operations, systems, reporting, and overall efficiency.
Key Responsibilities
Payroll Operations
- Oversee end-to-end payroll processing for approximately 17,000 employees across multiple U.S. states and Canadian provinces.
- Ensure timely and accurate processing of weekly, bi-weekly, semi-monthly, and off-cycle payrolls.
- Manage payroll activities including earnings, deductions, taxes, garnishments, bonuses, commissions, and special payments.
- Review and approve payroll registers, funding requirements, tax filings, and payroll reporting.
- Monitor payroll controls and reconcile payroll-related accounts to ensure accuracy.
Team Leadership
- Lead, mentor, and develop a payroll team of approximately 20 direct and indirect reports.
- Establish performance expectations and provide coaching and ongoing development.
- Build a culture focused on accountability, collaboration, accuracy, and continuous improvement.
- Evaluate staffing needs and assist with recruitment, onboarding, and succession planning.

Compliance & Risk Management
- Ensure compliance with federal, state, local, and Canadian payroll regulations.
- Maintain compliance with wage and hour requirements, payroll tax regulations, statutory deductions, garnishments, and reporting obligations.
- Coordinate internal and external payroll audits.
- Monitor changes in payroll legislation and implement necessary process updates.
- Identify and resolve payroll compliance and control issues.
Systems & Process Improvement
- Serve as the subject matter expert for Paylocity payroll administration.
- Oversee payroll system configurations, testing, upgrades, and enhancements.
- Partner with HRIS, Benefits, Finance, and IT to improve system integrations and data integrity.
- Identify opportunities to automate processes and improve payroll accuracy and efficiency.
- Develop and maintain payroll procedures, policies, and internal controls.
Reporting & Analytics
- Prepare and analyze payroll metrics, workforce reporting, and tax reconciliations.
- Provide executive-level payroll reporting and insights.
- Support month-end, quarter-end, and year-end close activities.
- Provide recommendations to senior leadership regarding payroll operations, staffing, systems, and processes.
Qualifications:
Required
- Bachelor's degree in Accounting, Finance, Human Resources, Business Administration, or related field.
- 8+ years of progressive payroll experience, including leadership responsibilities.
- 5+ years of experience managing payroll teams.
- Experience processing payroll for 10,000+ employees in a multi-state environment.
- Strong hands-on experience with Paylocity payroll administration.
- Strong knowledge of U.S. payroll tax regulations, wage and hour laws, garnishments, and payroll accounting.
- Experience with payroll audits, reconciliations, and compliance initiatives.
- Advanced Microsoft Excel and payroll reporting skills.
- Strong leadership, communication, organizational, and problem-solving abilities.
