This position is located at the Fleet and Family Support Center (FFSC) at NAS Bahrain. This incumbent is responsible for managing and leading the Work and Family Life (WFL) program/division of the FFSC, by ensuring program staff provide a wide range of education and support services to active duty Service members, government employees, retirees, and their family members.

Duties
Supervises staff assigned to the WFL program/division consisting of subordinates and/or volunteers to provide guidance, leadership, training, and supervision. Plans, assigns, and directs work through direct contact with staff members and through regularly scheduled meetings. Coordinates, organizes, sets, and monitors workflow of the WFL Division. Communicates and integrates the organization's strategic plan, mission, vision and values into products/services. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; develops long-term priorities including annual calendar for education services provided by the FFSC as dictated by Congressional mandates; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the WFL Division; recommends appointments, promotions, and/or reassignments to such positions; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to the FFSC Director; effects minor disciplinary measures, such as warnings and reprimands, recommending other actions in more serious cases; identifies developmental and training needs of employees, providing or arranging for needed development and training; takes initiative in finding ways to improve production or increase the quality of the work directed; responsible for developing performance standards and is responsible for ensuring compliance with performance standards and evaluations, and current position descriptions (PD)s for all WFL staff. Conducts counseling and independently oversees other WFL staff members as they execute the areas of career planning, employment assistance, financial assistance, deployment support, and life skills. Provides technical supervision to all personnel assigned to the WFL program/division. Coaches subordinates in the selection and application of appropriate problem-solving methods and techniques; advises on work methods, practices and procedures; and assists in identifying the parameters of a viable solution. Monitors and reports on the status, progress, timeliness, quantity, and quality of individual and teamwork, including conformance with the Regional WFL Program (RWFL) Coordinator instructions and guidance. Establishes performance standards for subordinates; periodically evaluates staff and conducts performance evaluations and supervisory counseling sessions when necessary. Approves and authorizes leave. Recommends awards and disciplinary measures as appropriate. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the job) to maintain and improve job performance. Encourages self-development. Interviews and selects candidates for vacant WFL positions, ensuring compliance with equal opportunity action plans. Ensures WFL staff compliance with all safety and safety training policies and regulations. 30% 2. Exercises initiative in developing and managing a variety of educational forums and briefings autonomously to enhance community capacity and thus assist serviced populations in improving WFL skills and knowledge of available resources. Develops or reviews and implements marketing materials for WFL programs to increase customer utilization. Maintains standard operating procedures for designated programs and ensures that the WFL Division is always certification "ready" and meets certification standards at all times. Ensures the provision of education and assistance to customers who are using computer resources and supervises, and trains FFSC staff members to effectively assist customers in the areas of computer support to include job search techniques, relocation services, resume writing, financial assistance, individual augmentee (IA) support and deployment Support. Ensures that all WFL staff is cross trained to provide the full range of WFL workshop Collects technical data, creates statistical reports, and analyzes trends. Conducts needs assessments, data analysis and strategic planning to establish goals, objectives, policy and procedures, and to evaluate the effectiveness of programs. Prepares reports and maintains records of WFL accomplishments as metrics and/or in other formats as required. Plans and/or accomplishes special projects and initiatives.

Conditions of Employment
- Incumbent may be required to board vessels to provide FFSC Return and Reunion Programs to crewmembers while the ship is in port, underway or enroute to homeport from last port call.
- In case of emergency situations involving military families, incumbent may be on a twenty-four hour, seven-day week, on call status.
- Situations will be interpreted by higher authority as to determination of an emergency but, in most cases, would be natural disasters or disasters at sea and/or planes.
- Must fulfill security/criminal history background check requirements. For U.S. personnel the ability to obtain and maintain a Tier III, Secret clearance is required.
- This is a Mission Essential Position
- Travel may be required to various work locations.
Qualifications
Fleet and Family Support Program (FFSP) mission, functions, policies and procedures; mission requirements, program goals and objectives impacting personnel and their families.
The incumbent needs to have an expert knowledge of analytical and evaluative methods that includes a thorough understanding of how regulations and programs are administered in order to apply measurement standards.
Must have a thorough knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems, which impact the achievement of Navy program goals and objectives.
Knowledge of WFL services required by congressional and DoD/DoN instructions, policy and mandates to be provided to Service members and their families. The incumbent will provide direct WFL support to U.S. military, civilian and contractor personnel and their families to include the inbound and outbound relocation processes, and support family adjustment to host nation/cultural differences as needed. As applicable to the WFL area of responsibility, the incumbent will support the command mission for maintaining a positive relationship with host nation citizens/services for areas/issues of mutual support. In-depth knowledge of the Navy organization, mission and lifestyle is required.
Knowledge of U.S. military command structure, missions, programs, and organizational relationships and a thorough knowledge of quantitative and qualitative methods and techniques to develop and alter necessary support to meet changing operational missions and programs.
Knowledge of the professional methods necessary to counter any inherent psychological and/or socioeconomic stresses caused by prolonged separations which affect individuals, families, mission performance and command readiness.
Skilled in providing solutions and resources to leadership and families to mitigate current challenges. Knowledge and extensive experience in developing needs assessments, standardized FFSC plans, policies and procedures for the oversight and provision of WFL programs.
The incumbent will need the ability to supervise a professional staff of WFL Consultants, Personal Financial Managers, and Administrative Staff. Possesses the knowledge in management practices and procedures and the experience in supervising and leading work groups to accomplish organizational goals.
Skills in establishing and maintaining effective working relationships using tact, diplomacy, and overall professionalism in interactions with employers, leadership of organizations, and with program representatives and officials.
Knowledge of individual and family needs and interpersonal relationships, coping mechanisms of military families dealing with culture shock, adapting to diverse geographic, economic and cultural communities, and the on-going and changing needs required by the highly mobile military lifestyle.
Knowledge of, and experience in, the delivery of education services, with a focus on human/personal growth and development. Proven skills in developing and coordinating family enrichment programs to meet identified needs. Expertise in program development, curriculum delivery, curriculum review and update in adult learning theories.
Ability to interpret program evaluations needs assessment feedback and survey data and to implement results in program delivery and market planning. Ability to absorb new knowledge and have substantial adaptation to changing conditions quickly and or development of new approaches, methods and techniques.
High level of skill in interviewing and counseling to enable clients with a wide variety of vocational, educational, and social problems to receive, assimilate, and make realistic career, transition, relocation, and other life and work choices; establish the nature and extent of concerns/issues; provide assistance in developing goals and plans; and determine appropriate referral services/options when frequently there is difficulty in determining clients' needs, wants or convincing them that problems exist.
Ability to collect, evaluate, and disseminate information; assess and measure organizations' and other serviced populations' trends, concerns, and needs; assist in identifying and prioritizing goals; and provide guidance and direction for the development and implementation of effective plans, procedures, and tools to address such issues.
Skill in applying analytical and evaluative techniques to identify, consider and resolve issues or problems of a procedural or factual nature.
Skill in written and oral communication sufficient to prepare and present findings and recommend solutions, and compose a variety of correspondence, budget justifications/requests, instructions, responses to complaints/inquiries and other materials.
Skill in conducting interviews with management and employees to obtain or exchange information about work objectives, processes, procedures and policies.
Expert knowledge of public speaking and the use of program presentation technology including PowerPoint software, automated projectors and audiovisual equipment, laser pointers, etc. and the ability to train others in presentation skills building.
Skilled in using various computer software databases, spreadsheets, word processing, and network programs such as Microsoft Office and the Fleet and Family Support Metrics Information System (FFSMIS) and other software programs as appropriate.
Education
OPM Individual Occupational Requirement:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
