Supervises and manages CTOS registration operations supporting training delivered under Interagency Agreements (IAAs) with the Federal Emergency Management Agency (FEMA) and as a member of the National Domestic Preparedness Consortium (NDPC).
Ensures compliance with FEMA Statement of Work (SOW) requirements related to course registration, records management, reporting, data integrity, and performance metrics. Oversees implementation and sustainment of the Learning Management System (LMS) and leads a team responsible for cradle-to-grave course tracking and student registration support.
Provides supervisory oversight, operational coordination, and data-driven decision support to ensure accurate reporting, customer service excellence, and alignment with CTOS modernization initiatives.

- Supervise and direct Registration Team personnel.
- Assign and manage workload to ensure operational and financial efficiency.
- Establish performance expectations aligned with FEMA SOW deliverables.
- Monitor team performance and implement continuous process improvements.
- Ensure full compliance with FEMA IAA and SOW requirements related to registration, reporting, documentation, and records retention.
- Track course lifecycle from scheduling through final reconciliation and reporting submission.
- Maintain audit-ready documentation.
- Ensure timely and accurate submission of required data to FEMA Registration and Evaluation systems.
- Monitor and report performance metrics tied to SOW requirements.
- Oversee implementation, sustainment, and optimization of the Envisage Acadis LMS.
- Ensure curriculum data within LMS reflects most current approved versions.
- Coordinate with Development and Delivery teams to ensure system alignment.
- Lead transition toward paperless training administration.
- Provide LMS-derived analytics to curriculum SMEs and Development staff to support:
- Improvement of Terminal Learning Objectives (TLOs)
- Refinement of Enabling Learning Objectives (ELOs)
- Test question bank validation and enhancement
- Identification of trends in student performance and assessment outcomes that may inform curriculum recertification adjustments and development of new curriculum supporting national homeland security operations.
- Assist Manager in extracting and analyzing operational data for internal and external reporting.
- Respond to short-notice federal data requests supporting national-level decision-making and operational activities.
- Coordinate with State, Local, Tribal, and Territorial (SLTT) partners regarding registration and pre-course requirements.
- Represent CTOS in internal MSTS and CTOS meetings.
- Represent CTOS in NDPC IT sub-committee activities.
- Participate in meetings with federal sponsors and external partners as required.
- Coordinate with management regarding labor utilization and cost efficiency.
- Assist with procurement processes related to LMS and software platforms supporting FEMA SOW compliance.
- Support Operational planning related to federal contract execution.
- Implement and follow company policies, procedures and directives.
- Ability to communicate (oral and written) with employees, managers, customers, vendors, etc. Ability to set priorities.

- Bachelors' degree or equivalent training and experience, plus a minimum of 8 years of related and progressively responsible experience.
- Knowledge of federal program compliance and performance reporting requirements.
- Understanding of FEMA IAA and SOW-driven operations.
- Experience with Learning Management Systems (Acadis preferred).
- Strong data analysis and reporting capabilities.
