ORGANISATIONAL CONTEXT:

The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger around the globe and the leading humanitarian organisation saving lives and changing lives, providing food assistance in emergencies, and working with communities to improve nutrition and build resilience.

For its efforts to fight hunger, for its contribution to improving conditions of peace in conflict-affected areas and for acting as a driver of efforts to prevent the use of hunger as a weapon of war and conflict, WFP was awarded the Nobel Peace Prize in 2020.

Every day, WFP works around the world to ensure that no child goes to bed hungry and that the poorest and most vulnerable, especially women and children, can access the nutritious food they need. In emergencies, WFP gets food to where it is needed, saving the lives of victims of war, civil strife, and natural disasters. After an emergency, WFP uses the food to help communities rebuild their lives.

JOB PURPOSE:

Propose and implement the strategy of the human resources unit and ensure that these are carried out in an efficient, effective, and customer-oriented manner. Coordinate and provide the wide range of human resources services to ensure the accurate implementation of WFP policies and procedures.

The incumbent will be autonomously responsible for technical and specialized tasks, including planning, organization, coordination, and goal setting. This person will also deal with complex issues that require precise definition and assessment of standards and involve a certain degree of uncertainty and complex interrelationships.

Instructions received are of a general nature, therefore a high degree of responsibility and initiative in responding autonomously to queries must consistently be demonstrated.

The position requires a degree of expertise and knowledge enablers to adapt and develop systems and processes to continuously improve the level of support provided. It is expected to motivate and develop a team of support staff and/or be responsible for specialised support services where the work is carried out with specially designed techniques, methods, and processes.


KEY ACCOUNTABILITIES:

1. Support HR operational activities or projects that are aligned to business needs, following standard processes, and ensuring alignment with wider WFP policies.

2. Respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems, and tools are available and correctly applied to support them.

3. Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts, and appropriate entitlements.

4. Support staff capability building, working with managers to understand individual skills and business requirements, and organizing development solutions which equip people with the skills and knowledge required to meet current and future challenges.

5. Support and deliver onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.

6. Provide support in building talent within WFP, working with managers to understand their needs and organizing solutions to recruit, retain and develop a high caliber workforce to deliver the business strategy.

7. Support for organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places to improve efficiency.

8. Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.

9. Conduct straight forward data analysis under close guidance of a senior HR Officer, to support others on projects or contribute to process efficiencies and improvements.

OTHER JOB REQUIREMENTS:

Handling a high number of human resources transactions, including an average of 20 selection processes a year, update the dashboard for follow-up; recruit staff under different contractual modalities; manage the induction of new staff, keep staff informed about benefits and obligations within the corresponding periods; and work closely with the other of WFP units in Ecuador.

HR Expertise & Policy Knowledge

Shows ability to interpret and apply detailed knowledge of HR policies, operational processes, best practice, and regulations within a complex organisational context to provide guidance to others and implement operational solutions within area of responsibility.

Business Knowledge & Partnership

Applies detailed knowledge of WFP’s organisational and HR strategic objectives and operating complexities, ensuring ongoing alignment of support and HR programs within own area of responsibility. Builds effective relationships to support ongoing understanding of organisational challenges, local workforce context and focus.

Enabling Talent Management Solutions

Demonstrates a deep knowledge of WFP HR and Talent solutions within area of responsibility. Applies this in combination with an in depth understanding of the end user context to plan for, coordinate and manage the implementation and ongoing effective operation of Talent solutions within area of responsibility.

HR Operations Management

Shows ability to apply understanding to ensure full alignment of HR operations to WFP’s HR strategy. Applies knowledge to ensure robust review procedures are in place to drive continuous improvement and drives implementation of changes.


DESIRABLE EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has responded to standard, ad-hoc HR enquiries.
  • Has provided coaching or training to new staff members within area of expertise.
  • Has gained experience providing administrative and systems support across multiple activities in employment life cycle including recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment.
  • Has gained HR experience in gender, diversity, and inclusion.


STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education:

Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience:

  • Desirable a minimum of 5 years of postgraduate professional experience in Human Resources with an interest in international humanitarian development.
  • Minimum 1 year on a leadership position.
  • Desirable experience in the humanitarian world and experience in multicultural environments.
  • Has provided direction and instruction to more junior staff members within area of expertise.


Knowledge & Skills:

  • Knowledge of HR best practices, techniques, and processes with some understanding of the basic theoretical background.
  • Ability to supervise and support more junior and/or less experienced members of the team.
  • Ability to work with minimal supervision.
  • Ability to analyze data, draw conclusions and recommend a course of action.
  • Ability to establish and maintain effective relationships with clients and provide client-oriented service. Ability to identify client’s needs and match them to appropriate solutions.
  • Good communication skills required to give and receive information and work with a variety of individuals.
  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems

Language:

Spanish (the duty station language)

Fluency (level C) in English language.

Fixed-Term appointments are for a continuous period of one year or more and shall have a specified expiration date. The initial appointment is subject to a probationary period of one year.
