Position Summary:
We are seeking experienced Business Analysts with deep knowledge of local HR, workforce management, and labor regulations within European countries. The role will support large-scale HR transformation, process optimization, compliance, and workforce-related initiatives for global enterprises. Candidates must possess strong understanding of country-specific employment laws, labor practices, employee lifecycle processes, and stakeholder management within their respective European markets.
Key Responsibilities:
Business Analysis & Process Consulting
- Analyze and document current-state HR and workforce management processes.
- Gather, validate, and prioritize business requirements from HR, Operations, Legal, and Compliance stakeholders.
- Facilitate workshops and stakeholder interviews to identify process improvement opportunities.
- Develop business process maps, requirements documentation, user stories, and functional specifications.
HR & Labor Process Expertise
- Provide subject matter expertise on country-specific labor regulations and employment practices.
- Advise stakeholders on workforce compliance requirements, employee relations processes, and labor policy impacts.
- Support initiatives involving:
- Employee onboarding and offboarding
- Time and attendance management
- Leave administration
- Workforce scheduling
- Employee lifecycle management
- Collective bargaining considerations (where applicable)
- Labor compliance reporting
Transformation & Change Support
- Support HR transformation and workforce modernization programs.
- Collaborate with HR technology, operations, and compliance teams to align business requirements with solution capabilities.
- Assist with process harmonization while ensuring local regulatory compliance.
- Participate in testing, training, and deployment activities.
Stakeholder Management
- Act as liaison between business stakeholders, HR leadership, technology teams, and external partners.
- Present findings, recommendations, and project updates to senior management.
- Support cross-functional and multinational project teams.
Required Qualifications

- Bachelor’s degree in human resources, Business Administration, Industrial Relations, Law, or related field.
- 5+ years of Business Analysis, HR Consulting, Workforce Consulting, or HR Operations experience.
- Demonstrated expertise in labor laws, employment regulations, and HR processes within at least one European country.
- Experience documenting business requirements, process maps, and business cases.
- Strong analytical, facilitation, and stakeholder management skills.
- Excellent verbal and written communication skills in English.
- Ability to work with geographically distributed teams and business stakeholders.
Preferred Qualifications
- Experience supporting HR transformation, workforce management, or organizational change initiatives.
- Knowledge of multiple European labor markets and cross-border workforce considerations.
- Experience working with global enterprises.
- Familiarity with HRIS/HCM platforms such as Workday, SAP SuccessFactors, Oracle HCM, UKG, or similar solutions.
- Certifications such as CBAP, PMI-PBA, SHRM, CIPD, or equivalent.

- Europe-based resources preferred.
- Local language proficiency in the country of support is highly desirable.
- Ability to engage effectively with local HR, Legal, Works Council, and Operations stakeholders.

Mandatory Screening Criteria

1. Local Labor Law Expertise
- Hands-on experience working with HR and labor processes in one or more specific European countries (e.g., Germany, France, Netherlands, Belgium, Spain, Italy, Poland, Ireland, Sweden, Denmark, etc.).
- Ability to explain country-specific employment regulations, employee lifecycle requirements, leave policies, termination processes, and compliance obligations.
2. HR Process Experience
- Minimum 3–5 years of direct involvement in HR operations, HR transformation, workforce management, or HR process consulting.
- Experience supporting employee onboarding, offboarding, workforce administration, employee relations, or compliance initiatives.
3. Stakeholder Engagement
- Demonstrated experience interacting with local HR leaders, Legal teams, Compliance teams, Works Councils, Labor Representatives, or Employee Relations teams.
- Experience facilitating workshops and gathering business requirements from senior stakeholders.
4. Regulatory & Compliance Knowledge
Candidates should be able to discuss practical experience with topics such as:
- Employment contracts and worker classifications
- Working time regulations
- Leave and absence management
- Employee relations and disciplinary processes
- Termination and severance requirements
- Collective bargaining agreements and union interactions (where applicable)
- Local statutory compliance and reporting requirements
5. Country-Specific Validation (Critical)
Candidates must clearly identify:
- Countries supported
- Number of years of experience in each country
- Nature of labor-process experience in each country
- Languages spoken relevant to those countries
- Examples of HR/labor transformation or compliance projects completed
6. Client-Facing Experience (Preferred)
- Experience working directly with business stakeholders in multinational environments.
- Ability to advise clients on HR process improvements while ensuring compliance with local labor regulations.
