Position Overview

Mission Telecom is seeking an experienced fractional Director of Human Resources & People Operations to help strengthen our people practices, organizational culture, and HR infrastructure during an exciting period of growth. This role serves as both a strategic advisor and hands-on practitioner, ensuring that Mission Telecom's policies, programs, and people-centered systems support employee success, organizational effectiveness, regulatory compliance, and long-term sustainability.


The ideal candidate is an experienced HR leader who combines deep expertise in employment law, compliance, employee relations, compensation, and workforce planning with a strong commitment to coaching, leadership development, employee engagement, and organizational culture. This individual must be equally comfortable advising executives on complex people matters and rolling up their sleeves to implement practical solutions in a fast-paced, mission-driven environment.

This is a build-stage role. The successful candidate will help Mission Telecom strengthen foundational HR systems while supporting leaders and employees through the next phase of organizational growth.

What Success Looks Like

During the first 6–12 months, this individual will:

  • Strengthen Mission Telecom's HR infrastructure and compliance practices
  • Refine and document core people processes and policies
  • Improve leadership support, coaching, and performance management practices
  • Enhance employee engagement and communication across the organization
  • Establish meaningful HR metrics and reporting for leadership

Key Responsibilities:

HR Strategy, Compliance & Organizational Effectiveness

Compensation, Performance & Workforce Planning

  • Monitor trends related to retention, engagement, performance, and employee development

Training & Organizational Development

  • Coordinate required training programs and compliance-related education

  • Support initiatives that strengthen organizational effectiveness and employee growth


Employment Law & Compliance Expertise

  • Demonstrated knowledge of federal, state, and multi-state employment laws and regulations, including wage and hour requirements, leave administration, accommodations, anti-discrimination laws, I-9 compliance, pay transparency requirements, and employment-related reporting obligations.

To do this work you will need:

  • Bachelor’s degree required
  • Minimum 12 years of progressive HR leadership experience
  • SHRM certification (SHRM-SCP or SHRM-CP) required
  • Experience serving as sole or senior HR leader in a nonprofit or multi-program environment
  • Strong employment law compliance background
  • Direct experience with ADP Workforce Now or similar systems
  • Demonstrated experience creating executive-level HR metrics and dashboards
  • Proven ability to build structure in organizations lacking formalized HR systems
