Primary Services is actively recruiting for a Payroll Manager for a large manufacturing and oil and gas industry client. This position supports end-to-end payroll operations for a substantial, multi-state workforce and ensures accuracy, compliance, and timely processing across all payroll cycles. The Payroll Manager will oversee payroll governance, system integrity, and regulatory compliance while collaborating with cross-functional departments, including HR, finance, and operations, within a large corporate structure.
Responsibilities:
- Manage full-cycle payroll processing for a high-volume, multi-state employee population.
- Ensure compliance with federal, state, and local tax regulations and reporting requirements.
- Oversee payroll audits, reconciliations, and internal control procedures in alignment with SOX standards.
- Administer payroll systems configuration, updates, and data integrity within enterprise platforms.
- Review and process wage adjustments, overtime calculations, garnishments, and deductions.
- Coordinate payroll inputs from timekeeping systems, HR data, and benefits administration feeds.
- Prepare payroll reports, labor cost summaries, and financial documentation for leadership review.
- Support external and internal audit requests related to payroll and compensation data.
- Resolve complex payroll discrepancies and ensure timely correction of payroll issues.
- Collaborate with accounting and finance teams on general ledger reconciliation and reporting alignment.

Qualifications:
- Bachelor’s degree in Accounting, Finance, Human Resources, or related field preferred.
- 7+ years of progressive payroll experience in a high-volume or manufacturing environment.
- Strong knowledge of multi-state payroll tax laws and regulatory compliance requirements.
- Experience with enterprise payroll systems such as ADP, SAP, or similar ERP platforms.
- CPP (Certified Payroll Professional) certification preferred.
- Advanced proficiency in Microsoft Excel, including pivot tables and complex formulas.
- Demonstrated experience managing payroll for large, distributed workforces.
- Strong understanding of payroll accounting principles and general ledger processes.
- Experience supporting audits and maintaining SOX-compliant payroll controls.
- Familiarity with time and attendance systems integrated into payroll processing workflows.
