The Mandate

A confidential ultra-luxury real estate and digital assets business in the GCC is seeking a Chief Technology Officer to build and operate the digital platform that will underpin its entire business - from enterprise infrastructure to tokenized asset issuance.

This is a Board-level appointment reporting directly to the CEO. The CTO will lead five technology functions: Enterprise IT, PropTech & Smart Buildings, Tokenization & Digital Assets, Data & AI, and Cybersecurity.

The Role

The CTO's mandate spans three core deliverables:

Build the rails - define the reference architecture, stand up the enterprise stack, achieve ISO 27001 / SOC 2, and run a 24/7 SOC.

Tokenize the assets - architect and ship a regulated fractional ownership platform: chain selection, smart contracts, KYC/AML, qualified custody, and secondary market infrastructure.

Scale the platform - live digital twin across every operating asset, one unified data model feeding ExCo and Board, AI-driven personalization in the customer product.

The Profile

• 15–20 years in technology leadership; minimum 5 years as CTO, CIO, or Head of Engineering at a regulated business - bank, exchange, fintech, or institutional real estate platform
• Has shipped at least one regulated digital-asset or RWA issuance platform
• Has stood up a SOC and achieved ISO 27001 / SOC 2 from scratch
• Has owned and operated a digital twin or large-scale IoT estate
• Cross-functional span across at least three of: enterprise architecture, cybersecurity, blockchain/digital assets, smart-building/IoT, data & AI
• Budget responsibility of $50M+; engineering org of 100+ FTE
• GCC, EU, or APAC platform experience; UHNW or private-bank exposure a strong plus
