Job Purpose

To lead the provision of multidisciplinary engineering services to support the asset planning, development, operation, maintenance and optimisation of all assets for the regional bioresources asset base, with accountability to the Head of Strategy & Commercial for the delivery of all required Engineering outcomes.

Job Accountabilities

  • Accountable for Time, Cost and Quality (TCQ) aspects of the Engineering service provisions for Biroesource assets across the region.
  • Support and advise the regional bioresources business on engineering matters in relation to asset planning, investment, operational and maintenance activity, optimising the cost and quality of treatment and its delivery whilst mitigating risk.
  • Day to day line management of operational engineers (federated from Engineering) to maintain and develop the organisational cultures, values and the company reputation to ensure delivery of the UU vision.
  • Develop an understanding of the regional bioresources business requirements and translate these into a forward-looking portfolio plan of engineering activities and resource requirements that will meet overall delivery needs.
  • To work as part of the regional bioresources leadership team in support of asset and operation planning, budgetary performance, reporting and performance improvements.
  • Single point of contact for the provision of technical and engineering services and any requiring escalation to the Engineering function.
  • Accountable for ensuring that the operational engineering competent (MEICA) teams receive appropriate technical training and that the competency framework is embraced and appropriately validated.
  • Act as a business sponsor to lead regional initiatives and projects not specific to individual business counties.
  • Lead bioresources regional engineering service provision to support the continuous improvement of the effectiveness of the regional asset base.
  • Lead and co-ordinate engineering service provision and ensure appropriate and timely response to operational (safety/ compliance/ efficiency) needs, events or incidents. Identify and support initiatives to deliver efficiency compliance and safety improvements whilst identifying best practice, lessons learned and continuous improvement to share with others.
  • Lead engineering service provision to support the development and maintenance of Integrated Asset Plans (IAP) for the bioresources asset base in line with IAP methodology.
  • Identify and develop business opportunities to reduce operating costs and mitigate risks associated with health and safety, regulatory compliance and serviceability.
  • Design Authority accountability for ensuring all engineering solutions will meet required outcomes, and that appropriate technical governance is applied to the development and delivery of engineering solutions.
  • Default Principle Designer with Construction Design Management regulations for all assets where not otherwise appointed.
  • Monitor and report on the operational engineering OPEX budget to enable expenditure to be optimised to delivery required business outcomes.
  • Work in partnership with the regional risk managers and regional programme and risk manager to develop and maintain service delivery processes that balance safety, technical quality, risk and cost.
  • Lead representative for asset integration activities associated with asset interventions.
  • Lead the development and embedding of a healthy and safe working environment and culture, ensuring that all aspects of operational performance are managed within a comprehensive Health and Safety framework, to protect and minimise the risk to our staff, customers and operational assets.

Knowledge And Skills

  • Charted Engineer, with significant experience in the Wastewater and Bioresource sectors.
  • Leadership and people management skills and an ability to contribute to high performing teams.
  • Excellent interpersonal skills to manage relationships across UU and externally, and influence key leaders at Director and General Business Manager Level as well as operational field staff.
  • Strategic orientation – good knowledge and experience of strategy development and developing business plans, and an ability to shape strategic debates and company-wide strategies and policies.
  • Proven track record of leading and directing the provision of engineering needs of a major, technically driven asset base, providing high quality levels of service to support significant engineering programmes of work.
  • Resilience and ability to cope with pressure and demands that come with having accountability for significant engineering service provision.
  • Commercially aware, risk, cost and quality focussed, with sound knowledge of the wider business and regulatory environment to ensure optimisation of the whole life cost of asset ownership.
  • Strong supply chain experience – ideally through the successful management of third party service providers or operating agreements with internal suppliers.
  • Strong understanding of value engineering principles, analysis and reporting, route cause analysis, TRAM approach and risk management techniques.
  • Ability to develop a system-based understanding of all Bioresource and Energy assets within the region.
  • Demonstrable experience of successful collaborative relations to achieve divisional / company objectives.
  • Strong knowledge of the market place – innovation, technologies, emerging trends and latest developments, third party offerings, competitor strategies and current issues facing Engineering in the Wastewater and Bioresource sector.
  • Strong customer service orientation to be able to deal with a demanding customer facing operation.
