Reporting to the Assistant Deputy Minister, Operations, the Director, Employee Relations will develop and communicate rules governing the employment relationship between the GN and its employees. They are responsible for providing strategic leadership in all facets of the collective bargaining process, including acting as the chief negotiator. The Director offers expert advice and support on human resource policies, directives, and legislation to all Government of Nunavut (GN) departments, boards, and agencies. They will also be responsible for conducting research, planning, developing and implementing policies and directives pertaining to compensation programs

Key Responsibiliti

  • esStrategically plan, develop, and deliver programs to foster harmonious employee/employer relations across the G
  • N.Develop legislation, policies, and programs that align with Inuit Societal Values and operational needs in a fiscally responsible manne
  • r.Direct collective bargaining activities, including providing a chief negotiator and preparing strategic plans for successful negotiation
  • s.Provide guidance and facilitate conflict resolution and mediation in the workplac
  • e.Advise senior officials on complex employee/employer issues and legislative amendment
  • s.Develop communication procedures and deliver training on employee/employer relations to promote a respectful workplac
  • e.Conduct research, develop policies, and oversee the administration of GN’s Return-to-work progra
  • m.Direct, monitor, and evaluate the job evaluation system for the G
  • N.Develop the compensation philosophy and total compensation package for the G
  • N.Control financial and personnel resources to ensure effective mandate executio
  • n.Evaluate staff performance, develop training plans, and set priorities to enhance professional capacit
  • y.Provide secretariat support for the Joint Consultation Committee with the Nunavut Employees Unio
  • n.Participate in the department's Senior Management Committee and represent the department on other assigned committee
  • s.Engage with union executives to negotiate collective bargaining matters and consult on policy and legislation amendment
  • s.Handle media relations and prepare communications on bargaining and employee relations matter
  • s.Work with communication officials to ensure clear internal and external communication on employee/employer issue

ileThe Director, Employee Relations should be well-versed in human resources and financial administration management, with a deep understanding of laws relevant to arbitrators, mediators, labor, policy formulation, and return-to-work programs is essential. The candidate should be capable of analyzing national trends and economic factors for collective bargaining and labor compensation structures. Additionally, they must have expertise in program development, implementation, evaluation, and policy developme

The ideal candidate will possess strong verbal and written communication skills, with excellent interpersonal skills to lead, influence, facilitate, and reach consensus with teams. The candidate will employ innovative problem-solving approaches, including quantitative and analytical reasoning, and have the capability to analyze and evaluate problems, proposals, and submissions. Organizational skills and the ability to manage a high volume of information are essential, as is the ability to lead effectively in a cross-cultural environm

Qualifica
