Team & Job Overview

The Digital & Technology Solutions (DTS) group under the leadership of the Chief Information Officer was established in 2023 with the mission of empowering our customers and colleagues to take on the world, by seamlessly delivering secure and reliable digital experiences. Digital & Technology Solutions has set out to achieve the following objectives for EDC:

  • Define, execute, and sustain the integrated technology target state, target data model and technology operations required to enable EDC’s 2030 business transformation.
  • Establish and manage the rolling 3 Year Digital Roadmap that sequences the technology outcomes required to achieve the technology target state and facilitate its execution across all domains in the organization.
  • Keep pace with industry trends and emerging technologies, ensuring EDC has access to the digital technology tools it needs to stay relevant in the market and grow Canadian global trade.
  • Lead and ensure integrated digital, data, infrastructure, and cybersecurity implementations to create excellent customer, user, and employee experiences.

The IT Governance Lead, reporting to the Director of IT Business Services within the Digital and Technology Solutions (DTS) group, will support the evolution of IT Governance and Reporting within DTS, enabling effective governance across IT functions, and ensuring activities are aligned with overall business outcomes.

The IT Governance Lead role requires a results-focused individual with strong interpersonal, influencing, and strategic thinking skills who can work effectively at all levels of the organization. Key opportunities include ‘org-proofing’ the governance framework, clearly articulating decision-making rights, and establishing clear policies, guidelines, and procedures.

Success in this role will require creating transparency and consistent communication for governance outcomes, establishing clear roles & responsibilities, and integrating governance across forums and teams. This role will require significant cross-functional collaboration and is critical in supporting the fundamental elements of the DTS group outcomes and operations.

Key Responsibilities

  • Establish, monitor, strengthen, and communicate the value and outcomes of the IT Governance and Reporting capability.
  • Identify, implement, manage, and evolve DTS-wide governance structures required to enable the future state capability model.
  • Manage and evolve IT governance forums, mandates, and participants for effective IT governance.
  • Drive the assessment of current IT policies, guidelines, and procedures, address any gaps, and lead their development and evolution.
  • Establish an objective data-based reporting & monitoring framework to increase transparency, facilitate consistent communication, and make informed decisions across all reporting levels.
  • Implement continuous improvements based on industry best practices for IT Governance and reporting.
  • Advise senior and executive stakeholders regarding IT Governance framework, decisions, risks, impacts, opportunities.
  • Lead informative well-organized presentations and facilitate sessions to assist management in the development of governance mechanisms and reporting using in depth knowledge of best practices frameworks.

Screening Criteria

  • University degree in a Computer Science, Management Information Systems, or Business Management discipline.
  • Minimum 10 years of experience in portfolio management and digital & technology delivery, and IT Governance.
  • Expert knowledge of IT Governance and reporting principles and practices.
  • Experience in developing and reporting performance and risk metrics, such as KPIs, KRIs, SLA's, OKR reporting and dashboards for executive leadership teams.
  • Practical experience in the development and implementation of IT Governance documents such as IT policies, guidelines and procedures.
  • Exceptional commitment to providing excellent service delivery by building and maintaining productive relationships with both internal and external partners.
  • Advanced knowledge and direct experience with technology frameworks/standards such as ITSG-33, NIST CSF, ISO 27001, ITIL, COBIT, SOC2, PMI-RMP
  • Minimum one (1) certification in IT governance and compliance standards such as COBIT, ITIL, or CGEIT.
  • Strong leadership skills with the ability to develop and communicate the IT Governance Framework and benefits, inspire and motivate teams, and enable alignment to policies, guidelines and procedures.
  • A demonstrated commitment to valuing differences and working alongside and/or coaching diverse people and perspectives.

Assets

  • Bilingual in both official languages (English and French).
  • Demonstrated experience with Agile methodology and tools.
  • Familiarity with one or more project/program management methodologies (such as PMI PMBOK, PRINCE2, Agile and MSP) and across a range of projects and programs.
  • Experience in leading and executing change management activities.

Salary Range

  • Lean Portfolio Management 19: Salaries are based on qualifications and experience and typically range from $107,132 - $142,842, plus performance-based incentive

Location

  • Export Development Canada is a hybrid work environment.
  • This role may be performed from EDC’s headquarters in Ottawa, or from a Community Hub in Toronto/Mississauga, Montreal/Laval/Brossard, Calgary, Vancouver, or Halifax.
