Job Description:
Softrams is looking for a product owner with strong experience helping federal government clients develop a product vision, defining product requirements, and leading agile teams. This role is an integral part of a highly collaborative team that supports and builds modern, standards-based responsive web applications for mission-critical health IT solutions. This is a full-time W-2 opportunity. This role is fully remote.
Federal Requirements:
- Ability to obtain a U.S. Federal Position of Trust clearance designation.
- Must reside in and be able to perform work in the United States.
- Must have lived in the United States for 3 of the last 5 years.
Qualifications:
- 4+ years of experience as a product manager, product owner, business analyst, product analyst, or scrum master leading requirements capture, management and analysis activities along all phases of the agile software development.
- Expertise with agile tools like JIRA, Confluence, Slack etc.
- Excellent oral and written communication skills.
- Ability to effectively document system requirements, using a common definition of done.
- Bachelor’s degree
- Must be able to communicate with management, peers, and customers effectively and professionally and demonstrate sound judgment/reasoning skills.
- Creative, visionary, critical thinking, and problem-solving skills.
- Experience with quality reporting data, with additional preference for experience with beneficiary data
- Ability to communicate impact analysis of a change request and provide solutions to various stakeholders both internal and external.
- Knowledge of process workflow and Business Process modeling is a plus.
- Agile certifications such as Certified Product Owner, SAFe Product Owner/Product Manager are a plus.
- Product Owner, PMP, and/or Business Analyst certification is plus
Responsibilities:
- Lead a dynamic and multi-functional team to create a vision, develop, and enhance products on a day-to-day basis.
- Serve as the team’s primary point of contact for clients, stakeholders, and other agile teams.
- Help clients and stakeholders define and refine business requirements to ensure that what the team builds meets business and user needs.
- Help clients and stakeholders understand the team’s capacity and negotiate scope and deadlines.
- Be a dynamic leader familiar with Agile methodology who will rally the team and work in a highly collaborative environment.
- Analyze and understand complex business, policy, and engineering challenges, identify ways to improve products, services, and operations.
- Identify problems and meet needs of internal and external customers, define, and prioritize product requirements, lead agile development process, execute timely product launches, continuously enhance, and optimize performance.
- Identify product and feature success metrics, measure and monitor performance, conduct data analytics to prioritize future development, and identify new product opportunities.
- Work with the agile team to capture product requirements as robust user stories. Demonstrate clear proficiency in using data to drive business decisions.
- Consider various business and engineering factors like cost, risk, feasibility, and end user experience in delivering products and solutions for our organization.
- Stay current with the policy and strategy changes for the customer and healthcare industry in general.
- Work with the customer, users, and other contractors to gather, understand, and document business, functional, technical & non-technical requirements.
- Conduct product analysis sessions, work group calls, and engage customers to provide requirements and feedback.
- Convert outcomes of user research, human centric design, and usability testing into backlog and/or roadmap activities as needed.
- Work with sprint team to implement, accept, and accept user stories as defined.
- Provide clear qualitative and quantitative information to teams and stakeholders.
- Own and facilitate team backlog and refinement ceremony.
- Travel to the Baltimore/DC metro region will be required twice per year (for PI Planning).

Public Trust Clearance:
This role requires the hired candidate to go through public clearance. A minimum of 3 years of stay in the U.S. within the last 5 years is a must to be eligible to qualify for public trust clearance sponsorship.
Work Location:
We have open-collaboration offices in Leesburg VA and Baltimore MD for those who may prefer to work on-site. However, Softrams is a 100% remote-first team environment. Softrams works in the eastern time zone and standard work hours are 9am ET to 5pm ET with flexibility around start and end times based on team needs.
