DCU People (HR) Department

Dublin City University has five academic faculties with their associated Schools and Research Centres, as well as a range of professional units and campus (commercial) companies. DCU People is a central professional support department, responsible for providing a complete people operations (HR) service across the University. DCU People is fully committed to nurturing talent, fostering growth, and enabling staff to reach their full potential and build a successful career in the University.


A key element of the DCU Strategic Plan is the development and implementation of an Employee Experience Plan focusing on strategic recruitment and retention and the further enhancement of recruitment and selection processes. In order to deliver on these objectives, a new Talent Acquisition team is being established and we are now seeking to appoint a permanent TA Assistant.


Reporting to the Talent Acquisition Lead and the relevant HR Manager, the TA Assistant will be responsible for assisting in the delivery of all aspects of Talent Acquisition and the Employee Value Proposition across the university in relation to attraction of talent, onboarding, retention and reward and recognition.


Role Profile

The TA Assistant role will provide a comprehensive and professional service to all candidates whom apply for roles in the University. In addition, he/she will provide a professional service when dealing with key stakeholders including Executive Dean of Faculty, Heads of School and Heads of Units/Centres/Companies and their staff.


Duties and Responsibilities

Employee Value Proposition

  • Assist in marketing the DCU EVP in our attraction of talent to the University while also assisting in implementing effective ways to attract and retain talent.
  • Assist in delivering a positive onboarding experience for New Hires.
  • Assist in conducting select Exit Interviews and gathering data from the process, sharing insights, trends and feedback with the Talent Acquisition Lead.


Candidate Experience

  • Deliver an enhanced candidate experience for all job applicants to the University.
  • Communicate effectively with candidates, providing timely updates and feedback.
  • Contribute to initiatives which will improve the job applicants experience at the outset.


Recruitment and Selection: Provision of comprehensive assistance for recruitment and selection competitions which will include the following:


Pre Competition

  • Assist in the advertising of all vacancies within the University on the appropriate media.
  • Assist in conducting the initial shortlisting of candidates for interview and ensure that the entire process is finalised.
  • Invite candidates to interview both by phone and follow up email or letter.
  • Book rooms, organise catering, make travel/accommodation arrangements for interview candidates and interview board members.
  • Organise zoom and/or video conferencing if required.
  • Prepare the interview venue prior to the interview.
  • Meet the candidates on the day of the interview and direct them to the interview venue if
  • required.
  • Ensure all competition documentation is produced to a high and consistent standard and circulated to the relevant parties in a timely manner.
  • Conduct interviews for specific grades.


Post Competition

  • Regret unsuccessful candidates via official documentation.
  • Process and track travel expense claims and relocation expenses etc.
  • Conduct reference checks on candidates.
  • Make offers to successful candidates.
  • Ensure all interview documentation is archived in line with data protection legislation.
  • Assist in the review and amendment of recruitment and selection documentation, including

policies and procedures and possible application of new recruitment methodologies and media.

  • Ensure all CVs for Governing Authority are prepared to a high standard.


Employment Permits

  • Assist in the preparation of hosting agreements and other employment permit applications.
  • Upload employment permit information on the relevant database.
  • Act as point of contact with the TA Lead regarding the employee status of those employees requiring an employment permit.


Payroll Administration

  • Ensure all part time staff requisitions are processed accurately within the HR payroll timeframes.
  • Follow up on outstanding imminent report actions where required.


Data Metrics

  • Provide regular data and recruitment metric reports and updates to HR Management and stakeholders.
  • Collate data and manage communication relating to research funded audits.


General Administration

  • Provide administrative cover within the team as and when required.
  • Manage the Probations process.
  • Provide reception cover on a roster basis in DCU’s St. Patrick’s campus.
  • Amend and update the DCU People webpages.
  • Participate in and assist Team, Department and University wide projects.
  • Any other duties which may be assigned from time to time by the HR Director/HR Managers and/ or TA Lead.


Qualifications and Experience:

The successful candidate will have the following:

Essential

  • Leaving certificate or equivalent (NFQ Level 5).
  • A minimum of 3 years’ relevant HR or Talent Acquisition administration experience.
  • Excellent organisation and IT skills.
  • Excellent communication and social skills with a strong customer focus both internally and externally.
  • Experience of HR recruitment and selection processes and payroll administration.
  • Excellent attention to detail, thorough in accomplishing tasks.


Ideal

  • A primary degree, preferably in Human Resources or a related area and be a member of the CIPD.
  • A record of success of working in a similar role within a Human Resources Department.
  • Experience in the use of People XD Recruitment (CoreHR) personnel database.
  • Experience of collating data metrics.


Skills

The successful candidate will be customer and stakeholder focused and will have excellent organisation and IT skills with a high degree of proficiency in MS Word and Excel. He/she will be able to communicate effectively, will be flexible and demonstrate a high level of initiative, interest and energy with the competence to deal with high volumes of activities. The ability to work as part of a team is essential.


Essential Training

The postholder will be required to undertake the following essential compliance training: Orientation, Health & Safety, Data Protection (GDPR) and all Cyber Security Awareness Training. Other training may need to be undertaken when required.


Salary Scale:

Professional 2 - €33,131 - €40,255 refer to DCU Payscales for the applicable payscale.

Appointment will be commensurate with qualifications and experience and in line with current Government pay policy.

Please note this role does not meet criteria for a Critical Skills permit as stipulated by the Department of Enterprise, Trade & Employment.


Pilot Remote Working

DCU is currently operating a pilot remote working scheme for staff which consists of 1 day a week and 2 days a week for a period of up to 21 weeks per year. Such weeks are determined by the Head of each Unit in conjunction with HR and will take cognisance of the academic calendar, business needs and the service provision of the particular area. The terms of the pilot remote working scheme will apply.
