This position is located within the Metropolitan Police Department (MPD), Technical Services Bureau (TSB), Technology Division, Customer Service Branch, Telecommunications. The incumbent serves as the Supervisory Telecommunications Specialist, responsible for leading the branch’s program activities in providing direct technical support, fulfilling its mission, upholding high standards of quality and performance, ensuring compliance with procedural and regulatory requirements, providing telecommunications guidance to MPD leadership staff, and overseeing the technical proficiency of the Telecommunications Support Unit.
The Incumbent Will Be Responsible For The Following
- Serves as the primary technical advisor and representative for the Unit, participating in meetings with senior management and stakeholders. Develops and implements operational plans and provides strategic guidance for department-wide telecommunications systems and devices. Prepares staffing reports, analyzes trends, and compiles monthly summaries; develops special reports for leadership as needed.
- Reviews and provides feedback on proposed polices, directives, General Orders, and performance measures. Drafts and updates Standard Operating Procedures (SOPs) and official correspondence to ensure clarity and compliance.
- Reviews compliance inspection reports; directs corrective actions and revises procedures accordingly.
- Supports budget development by identifying financial, personnel, and material needs; prepares cost estimates and justifications.
- Applies project management and organizational development strategies to improve operations.
- Advises leadership and staff on telecom-related issues; ensures accuracy and compliance of required reports.
- Maintains liaison with internal and external agencies to coordinate telecom services and resolve issues.
- Makes decisions on telecom implementations, service expansions, and equipment upgrades.
- Serves as point of contact with multiple telecom carriers, Technical Services Bureau (TSB), and senior management; provides briefings on device features and limitations.
- Processes telecom service requests via RTS system; orders and manages devices and services (i.e.., phones, iPads, GETS cards).
- Coordinates installation, relocation, and maintenance of telecom equipment; tracks warranties and service agreements.
- Manages requests for long-distance, international, and unified messaging services.
- Verifies funding availability using FCMS; enters purchase orders and coordinates with carriers on cost data.
- Maintains inventory of department-issued devices; oversees upgrades, replacements, and returns.
- Conducts periodic inventory audits; signs off on clearance forms for separating employees.
- Issues updated policies and memoranda; recommends program changes based on regulations or technology.
- Ensures compliance with applicable directives and regulations.
- Supervises telecommunications staff; sets objectives, assigns work, and provides technical oversight. Develops performance plans, conducts evaluations, and manages hiring, promotions, and disciplinary actions. Oversees attendance, leave, and scheduling; resolves complaints and conducts corrective meetings.

Education
Bachelor’s degree in Telecommunications, Computer Science, Information Science, Information Systems Management, Mathematics, Statistics, Operations Research, Engineering, or coursework that required the development or adaptation of computer programs and systems, and provided knowledge equivalent to a major in the computer field is preferred. A master’s degree is highly preferred.
Work Experience
Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-12 grade level in the District of Columbia government, or its non-district equivalent, gained from the public or private sector. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes, but is not limited to: experience in telecommunications operating techniques, digital and analog communications requirements, local and wide area networking, and procedures; experience in telephone system needs analysis; ability to analyze and evaluate technical information on telephone and other telecommunication systems; and ability to supervise others.
One Year Of Prior Management/leadership Experience Required.
Work Environment
Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.
Other Significant Factors
The Metropolitan Police Department is a 24-hour, 7 days a week operation. This position is considered“emergency” per DPM Chapter 12. An emergency employee must report to or remain at work if activated, during a declared emergency.

This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
